What to check for: Total flow in cubic meters a day must be measured as a parameter in table 1 of the<br />

VGP. If the ship has a meter for effluent volume, this result must be used for the total flow<br />

measurement.<br />

Background: ADEC requires a total flow measurement from all wastewater treatment plants (not just<br />

ships). This is used to see if plant capacity was exceeded, and for information on total volumes of<br />

treated wastewater discharged. The 2010 permit included language that a meter must be used if<br />

installed after it was discovered some ships were estimating volume even when a meter was present. In<br />

fact, meters were disconnected. This made it more difficult to quantify actual volumes.<br />

1.5.6 The first sample event for all parameters with effluent limits listed in Table 1 through Table 7<br />

must occur within ten (10) days of the first discharge into marine waters of the state for each cruise<br />

ship season. The exception is total flow, which must be documented daily. If a ship has a meter that<br />

measures the total daily flow, the actual flow meter results (not estimations) must be reported on<br />

the Discharge Monitoring Report.<br />
