• As per the City’s request, the following population and employment<br />

projections were used. The projections were submitted by the Brisbane City<br />

Planning Department (with revisions April 8, 2004).<br />

Coastside County <strong>Water</strong> District • Floriculture use was split out to a separate billing category.<br />

Added additional Multi-Family accounts because 2- to 4-unit buildings are<br />

billed individually.<br />

Daly City, City of • Based on input from the City, initial proportion percentages were set for<br />

efficient commercial toilets at 50% and low flow Single-Family and Multi-<br />

Family Residential showers at 70%.<br />

• Created new commercial category with a use rate of 25,000 gal/acct/day to<br />

account for additional water demand of 0.57 MGD planned in Daly City and<br />

provided for this study by the City of Daly City.<br />

East Palo Alto, City of<br />

• Created synthetic multi-family category based on Census 2000 housing data<br />

for the purpose of evaluating multi-family conservation measures.<br />

• Created new categories to represent additional water demand of 1.5 MGD in<br />

the Ravenswood Business District as follows:<br />

– 1.2 MGD from a new commercial category with a use rate of<br />

5,000 gal/acct/day<br />

– 0.3 MGD from a new single-family category with a use rate of<br />

340 gal/acct/day<br />

• <strong>Customer</strong>s served by Palo Alto Mutual Park <strong>Water</strong> Company and O’Connor<br />

Tract Mutual Cooperative <strong>Water</strong> Company in East Palo Alto were subtracted<br />

from total population served, as follows:<br />

Estero MID/Foster City • Used ABAG subregional employment projection for irrigation category<br />

because the increase in irrigation accounts will be linked more to growth in<br />

commercial accounts in this service area.<br />

• A special billing category was created for “New Single-Family Residential”<br />

accounts. All new accounts above the initial number of single-family accounts<br />

in 2001 were placed into this new category. New homes were assumed to be<br />

larger and have a higher outdoor water usage than those that existed in 2001.<br />
