ANNEX 4: COST AND FINANCING<br />
This Annex provides background data and calculation tables used to estimate costs and financing requirements. In this Annex, <strong>the</strong> term<br />
“project” is used to describe on-going and planned investment interventions whe<strong>the</strong>r or not <strong>the</strong>y represent actual projects (e.g. financed by<br />
some DPs) or development activities streamlined in <strong>the</strong> Government system. The ADP (Annual Development Programme) is <strong>the</strong> tool used by<br />
<strong>the</strong> Government to ga<strong>the</strong>r “projects” approved to be supported within <strong>the</strong> next five year time frame. All investments undertaken by <strong>the</strong><br />
Government are channelled through it. In turn, part of <strong>the</strong> DP contribution is channelled through <strong>the</strong> ADP (i.e. complementing <strong>the</strong> budget<br />
contributions to projects); part is channelled outside of <strong>the</strong> ADP, e.g. when DPs finance NGOs to undertake certain activities. Annex 4 is<br />
divided in 3 sections:<br />
1. Table 4.1 provides <strong>the</strong> summary cost tables by CIP component, programmes and sub-programmes;<br />
2. Tables 4.2 to 4.4 provide information on DPs on-going financing (both through ADP and non ADP) and potential future contributions;<br />
3. Tables 4.5 and 4.6: database of respectively all on-going “projects” relevant to <strong>the</strong> CIP (to calculate available financing) and intended<br />
future “projects” as a means to evaluate fur<strong>the</strong>r needs (financing gap)<br />
The exchange rate used for calculation is US$ 1 = Taka 69.5. O<strong>the</strong>r currencies (eg: DPs contributions) were converted in US$ at <strong>the</strong> actual rate at <strong>the</strong><br />
moment of disbursement or at <strong>the</strong> rate provided by <strong>the</strong> respective DPs.<br />
Note on Food Utilization - Costing CIP’s direct interventions on nutrition<br />
1. The key goal of <strong>the</strong> CIP is to enhance <strong>the</strong> nutrition and health of <strong>the</strong> <strong>Bangladesh</strong>i population through all CIP components, through both<br />
indirect and direct interventions. While <strong>the</strong> investment cost of indirect interventions is covered by various projects of relevance of CIP, <strong>the</strong> costing of<br />
direct interventions can be identified through <strong>the</strong> Health and Population and Nutrition Sector Development Programme (HPNSDP). The MoHFW<br />
is one of <strong>the</strong> key executors of direct nutrition interventions, which focus mainly on population, health and nutrition. The DGHS and DGFP are <strong>the</strong> key<br />
implementers of <strong>the</strong> activities related to nutrition relevant for <strong>the</strong> CIP in particular, programme 10.<br />
2. One of <strong>the</strong> broad aims of <strong>the</strong> CIP is to improve <strong>the</strong> nutritional status of <strong>the</strong> population as reflected in <strong>the</strong> overall structure and in <strong>the</strong> cost<br />
estimates of <strong>the</strong> programmes. In order to fur<strong>the</strong>r mainstream nutrition in <strong>the</strong> availability and access components, <strong>the</strong> updated version of <strong>the</strong> CIP has<br />
incorporated more systematically indirect nutrition interventions in <strong>the</strong> programmes related to crop, livestock, and fisheries, including a strong focus on<br />
diversification of food production activities, which would contribute to provide <strong>the</strong> basis for more diversified diets supplying essential nutrients.<br />
