B. Priority Interventions<br />
There is a wide scope to increase farm income and employment in <strong>the</strong> country through<br />
improved market access and value addition activities in agriculture. Farmers often face<br />
problems related to <strong>the</strong> marketing of <strong>the</strong>ir farm products including lack of access to market<br />
and market information and price signals. Moreover, <strong>the</strong>re are inadequate transportation and<br />
storage facilities as well as post harvest losses due to lack of processing and preservation.<br />
There is a strong call for improvement of market access and value addition activities in<br />
agriculture. through improved physical access to markets, mobilize and promote producers &<br />
marketing groups, develop adequate storage, processing and value addition activities,<br />
promote and assist <strong>the</strong> development of off farm activates.<br />
The prioritization of activities linked to each of <strong>the</strong> interventions is as follows:<br />
Improve physical access to markets, facilities and information<br />
Streng<strong>the</strong>ning market information system (T). Construction of link road and feeder road for<br />
connecting local improved markets (H). Monitoring of markets and agricultural products<br />
prices (H). Develop market infrastructures for fish landing sites (M). Establish Modern<br />
slaughter house and live poultry marketing facilities (M).<br />
Mobilize and promote producer & marketing groups<br />
Promote cooperatives for group marketing and developing supply chain for <strong>the</strong> farmers (H)<br />
Develop adequate storage, processing & value addition through PPPs<br />
Credit scheme to <strong>the</strong> farmers for storage of perishable crops and establishment of cold<br />
storage (T). Establish mini processing industries at farmers’ level (H). Develop storage<br />
facilities of agricultural products at rural level by GOs and Private sectors (H). Streng<strong>the</strong>n<br />
training and demonstration for proper packaging of agricultural products (H). Skill<br />
development of farmers and women for value addition, product handling, preservation and<br />
storage (H). Promote cooling chain for carrying products to distance markets (M). Training<br />
on packing of agricultural products (T).<br />
Promote and assist <strong>the</strong> development of off farm activities and rural businesses<br />
Generation of income of landless and distressed women through off farm activities (H).<br />
Preparation of spare parts of power tiller, pumps, etc for rural employment generation (M).<br />
Skill development of farmers and women for value addition, product handling, preservation<br />
and storage (T),<br />
C. Implementation Features<br />

implementatio<br />
The national implementation institutes are DAM, DAE, DLS, DOF, AIS, BFDC, BSTI,<br />
LGED and private sector.<br />

n institutions<br />
DAM is responsible for collection and dissemination of market information and price<br />
signals. DAE, DLS, DOF and DOF are engaged with development of agribusiness and<br />
supply chain. There is need to create enabling environment for enhanced participation of<br />
PPP and private sector in agribusiness and value addition activities.<br />

Collaboration between <strong>the</strong> Ministry of Agriculture, <strong>the</strong> Ministry of Fisheries and Livestock<br />
and <strong>the</strong> Ministry of Local Government, Rural Development and Cooperatives is essential.<br />
DAE, DLS, DOF, Directorate of Agricultural Marketing and LGED, NGOs, CSO and<br />
private sector should also participate in <strong>the</strong> proposed interventions. It will be important to<br />
promote community based organizations of <strong>the</strong> farmers and involve <strong>the</strong> private sector. An<br />
enabling policy environment will be needed for promotion of public-private partnerships in<br />
processing and value addition activities and enhanced participation of private sector<br />
entrepreneurs.<br />
9 Main<br />
international<br />
DPs<br />
Almost all <strong>the</strong> DPs operating in <strong>Bangladesh</strong> support current investments in <strong>the</strong> sector. The<br />
most committed DPs are IFAD, ADB, WB, EKN and DANIDA. <strong>Investment</strong>s are funded also<br />
by IDB, DFID, JICA, GTZ and KFW. DPs commitment aims mainly at improving access to<br />
markets, developing rural agribusiness and of value chains. The issue is cross-cutting<br />
along various LCG sub groups, including ARDFS, Water, CC and Environment, Disaster<br />
and Emergency Relief and Poverty.<br />

implementatio<br />
n challenges<br />
The implementation challenges are lack of coordination among different ministries and line<br />
agencies. Inadequate market access for smallholder farmers. Problems faced relate to<br />
marketing, access to markets, lack of market information and price signals, inadequate<br />
transportation and storage facilities and presence of trade syndicates in <strong>the</strong> markets are key<br />
concerns.<br />
