and planned investment within <strong>the</strong> CIP Programmes; (b) identifying investment priorities<br />
and gaps; (c) promoting an enabling environment (policies) and partnerships for <strong>the</strong><br />
effective implementation of <strong>the</strong> CIP; and (d) overseeing CIP implementation and<br />
monitoring processes.<br />
• The Technical Committee (TC) , responsible for conducting technical reviews,<br />
prioritization and follow up on CIP implementation, supports <strong>the</strong> National Committee.<br />
• The Food Policy Working Group (FPWG) is<br />
chaired by <strong>the</strong> Secretary of <strong>the</strong> Food Division,<br />
MoFDM, with <strong>the</strong> participation of all<br />
concerned ministries. The FPWG and its<br />
supporting four Thematic Teams (TTs) – see<br />
below – are responsible for monitoring<br />
progress towards MDG 1 and <strong>the</strong> National<br />
Food Policy <strong>Plan</strong> of Action objectives. The<br />
Government Notification of <strong>the</strong> 23 rd of<br />
December 2010 added <strong>the</strong> responsibility to<br />
Monitor CIP Outcomes/Impacts and Outputs<br />
achievement to <strong>the</strong> duties of <strong>the</strong> FPWG and<br />
TTs. The FPWG supports <strong>the</strong> NC by (a)<br />
guiding <strong>the</strong> identification and prioritization of<br />
CIP related investment projects; b) providing<br />
guidance on <strong>the</strong> implementation of CIP<br />
Programmes; and c) coordinating <strong>the</strong> CIP<br />
implementation and monitoring processes.<br />
• The Thematic Teams (TTs) play a critical role in monitoring CIP programmes and<br />
components (along <strong>the</strong> lines spelled out in <strong>the</strong> Government Notification dated 23 rd<br />
December 2010).<br />
12.4 Role of FPMU. The FPMU provides support to <strong>the</strong> unified framework. It will act as<br />
<strong>the</strong> secretariat of <strong>the</strong> various Committees and provide technical and operational support to <strong>the</strong><br />
FPWG and TTs.<br />
12.5 The Local Consultative Group on Agriculture, Rural Development and Food<br />
Security (LCG ARDFS) is <strong>the</strong> venue for dialogue between GoB and its Development Partners in<br />
line with <strong>the</strong> JCS. The Ministry of Finance (ERD) , Ministry of <strong>Plan</strong>ning, and Line-Ministries<br />
concerned could be fur<strong>the</strong>r involved in <strong>the</strong> meetings of <strong>the</strong> LCG ARDFS. This group contributes<br />
to improving development initiatives’ effectiveness and monitoring international aid resources<br />
and DP financed programmes. Members of <strong>the</strong> LCG ARDFS participate in <strong>the</strong> CIP Annual<br />
Review Meetings.<br />
Monitoring arrangements<br />
12.6 At <strong>the</strong> level of CIP overall Goal, Outcomes/Impacts and Outputs (levels 1 and 2 of<br />
<strong>the</strong> CIP Results Chain), <strong>the</strong> institutional settings for CIP revision and <strong>the</strong> ones in place for<br />
monitoring <strong>the</strong> NFP PoA, MDG and CIP are integrated in a unified framework that includes: a)<br />
focal points from each relevant Government sector (incorporated in <strong>the</strong> Thematic Teams and<br />
FPWG); b) <strong>the</strong> National Committee; c) <strong>the</strong> Food <strong>Plan</strong>ning and Monitoring Committee.<br />
