poultry and farm animals; improvement of indigenous chicken; promotion of fodder<br />
production through integrated farming; and promotion of milk production, processing and<br />
marketing through cooperatives.<br />
3. Improve availability and quality of inputs through public private partnerships: There was a<br />
strong call from <strong>the</strong> various consultations to promote public-private partnerships in order to<br />
streng<strong>the</strong>n input services (vaccines, drugs, and health services). Public support should be given<br />
through capacity streng<strong>the</strong>ning of private input suppliers in <strong>the</strong> areas of production, handling<br />
and quality assurance.<br />
4. Research on livestock development, including genetic improvement: Priority was given for<br />
research on <strong>the</strong> genetic improvement of sheep, poultry, goat, cattle and buffalo.<br />
Additional Considerations/ Implementation: Collaboration between <strong>the</strong> Ministry of Agriculture<br />
and Ministry of Fisheries and Livestock is essential. DLS, <strong>Bangladesh</strong> Livestock Research<br />
Institute, Universities and <strong>the</strong> private sector should also participate in <strong>the</strong> proposed interventions.<br />
It will also be important to involve community-based organizations of farmers. An enabling<br />
policy environment will be needed for <strong>the</strong> promotion of public-private partnerships and enhanced<br />
participation of private sector entrepreneurs. Lessons could be drawn upon <strong>the</strong> experiences of<br />
IFAD-financed projects which have developed, amongst o<strong>the</strong>rs, value chains for back-yard<br />
poultry and dairy production.<br />
Programme 6: Improved Access to Markets, Value-Addition in<br />
Agriculture, and to Non Farm Incomes<br />
Expected Aggregate Output: Value chains are developed contributing to better access to food<br />
and increased rural incomes<br />
Priorities from <strong>the</strong> Consultation Process/ Current Challenges: Government agencies, civil<br />
society organizations and farmers iterated a strong call for improved access to markets, value<br />
addition activities, and increased non-farm incomes. Current challenges include inadequate<br />
market access for smallholder farmers, lack of market information and price signals, inadequate<br />
transportation and storage facilities and presence of trade syndicates in <strong>the</strong> markets. The<br />
organization of smallholder farmers into formal community based organizations provides a good<br />
opportunity to promote group marketing, improve roads and market infrastructure.<br />
Proposed Focus and Priority Interventions (Sub-outputs):<br />
1. Improve physical access to markets, facilities and information: Prioritized interventions are:<br />
construction of link and feeder roads to improve connection to local markets; streng<strong>the</strong>ning of<br />
market information systems; development of market infrastructure for fish landing sites;<br />
establishment of modern slaughter houses and live poultry marketing facilities; and monitoring of<br />
markets and agricultural product prices. There is a need to update <strong>the</strong> institutional and<br />
governance arrangements for rural markets to provide incentives for market management to<br />
invest in market facilities and improve services for market users.<br />
2. Mobilize and promote producer & marketing groups for improved market access and knowledge:<br />
The development and streng<strong>the</strong>ning of farmers’ cooperatives is an effective intervention that will<br />
allow for group marketing and development of supply chains.<br />
3. Develop adequate storage, processing & value addition and reduce waste through public-private<br />
partnerships: Proposed priority interventions are development of storage facilities at rural level by<br />
Government organizations and <strong>the</strong> private sector; skill development of farmers, especially women<br />
