DP financed programmes. LCG ARDFS members participate in <strong>the</strong> CIP Annual Review meetings.<br />

The CIP Monitoring System promotes convergence and coordination among <strong>the</strong> mentioned bodies.<br />

The Thematic Teams are critical for coordinating Programme implementation and related M&E<br />

actions.<br />

The CIP Annual Review Meetings facilitate <strong>the</strong> dialogue among partners, supporting mutual<br />

understanding and consensus on decisions making. The FPMU play a critical role in implementing <strong>the</strong><br />

CIP Monitoring System as it provides technical and operational support in generating <strong>the</strong> CIP M&E<br />

reports and to facilitate CIP Annual Reviews, according to <strong>the</strong> model to <strong>the</strong> right 1 .<br />

CIP M&E Tools<br />

The CIP M&E <strong>Plan</strong> determines <strong>the</strong> mix of tools to be used for conducting monitoring at Impact,<br />

Outcome and Output levels, ensuring a balance between: data generation and analysis; validation of<br />

results; participation. The CIP M&E is operated through <strong>the</strong> following tools:<br />

a. CIP Annual Outcome/Impact and Output Progress Reports. The CIP performance towards<br />

Outcomes/ Impacts and<br />

Outputs is annually assessed<br />

based on <strong>the</strong> proxy indicators<br />

provided in <strong>the</strong> Result<br />

Framework (RF). Progress<br />

towards Impacts is expressed<br />

as a percentage of achievement<br />

of RF targets under <strong>the</strong><br />

provided proxy indicators.<br />

Progress towards CIP Outputs<br />

is measured as a variation from<br />

baselines under <strong>the</strong> provided<br />

proxy indicators. The Annual<br />

Outcome/ Impact and Output<br />

Progress Reports are owned by<br />

<strong>the</strong> CIP Thematic Teams and<br />

generated through <strong>the</strong> technical<br />

support of <strong>the</strong> FPMU. These<br />

reports contribute to <strong>the</strong><br />

monitoring of <strong>the</strong> first and<br />

second CIP key monitoring<br />

dimension.<br />

1 Key findings from monitoring reports are analysed and discussed within <strong>the</strong> TTs and <strong>the</strong> FPWG for fur<strong>the</strong>r<br />

discussion within <strong>the</strong> CIP National Committee and <strong>the</strong> Food <strong>Plan</strong>ning Monitoring Committee. CIP<br />

monitoring findings are disseminated and lessons learned are incorporated into <strong>the</strong> following phases of CIP<br />

Programme implementation, through <strong>the</strong> coordination and guidance provided by <strong>the</strong> National Committee.<br />
