3. THE CIP IS ANCHORED IN THE EXISTING<br />

NATIONAL FRAMEWORK<br />

3.1 The CIP relies on <strong>the</strong> existing Government framework in its three dimensions: (i)<br />

policy/institutional; (ii) planning / programmatic; (iii) financial and resource mobilization.<br />

Policy/Institutional Framework<br />

3.2 The CIP builds on <strong>the</strong> very solid existing policies, strategies and plans in support<br />

of food security in <strong>Bangladesh</strong>. In particular, <strong>the</strong> CIP aims to support implementation of <strong>the</strong><br />

National Food Policy (NFP-2006) through a set of investment programmes that reflect key gaps<br />

identified by <strong>the</strong> Government and o<strong>the</strong>r stakeholders, and <strong>the</strong>ir priorities to achieve <strong>the</strong> goals of<br />

<strong>the</strong> NFP. In o<strong>the</strong>r words, <strong>the</strong> CIP is <strong>the</strong> investment arm of <strong>the</strong> NFP PoA.<br />

3.3 The National Food Policy (NFP) represents a unique exercise in defining a<br />

comprehensive approach to food and nutrition security, encompassing <strong>the</strong> three dimensions of<br />

food security. It was approved by <strong>the</strong> cabinet in August 2006 and has three objectives:<br />

(i) Adequate and stable supply of safe and nutritious food;<br />

(ii) Increased purchasing power and access to food by <strong>the</strong> people;<br />

(iii) Adequate nutrition for all individuals, especially women and children.<br />

3.4 A <strong>Plan</strong> of Action (PoA) (2008 - 2015) of <strong>the</strong> NFP translates <strong>the</strong> NFP into 26 strategic<br />

areas of intervention and, under each, identifies priority actions, responsible actors and a set of<br />

policy targets and indicators. The preparation of <strong>the</strong> NFP PoA was very inclusive, involving 11<br />

ministries, civil society, NGOs, <strong>the</strong> private sector and <strong>Bangladesh</strong> Development Partners (DPs).<br />

The 12 CIP programmes directly derive from <strong>the</strong> 26 areas of action, by aggregating and<br />

prioritizing those requiring investment.<br />

3.5 The NFP and CIP build on key sectoral policy documents, such as <strong>the</strong> National Seed<br />

Policy, Flood Action <strong>Plan</strong>, National Extension Policy, National Water Policy (1999), Food and<br />

Nutrition Policy (1997), National <strong>Plan</strong> of Action for Nutrition (1997) <strong>the</strong> Livestock Sector Road<br />

Map (2006), <strong>the</strong> Fisheries Sector Road Map (2006), and <strong>the</strong> National Disaster Management <strong>Plan</strong><br />

(2007-2015). The NFP and CIP are consistent with <strong>the</strong> <strong>Bangladesh</strong> Climate Change Strategy and<br />

Action <strong>Plan</strong> (2009).<br />

3.6 The institutional, coordination and monitoring framework of <strong>the</strong> CIP (Chapters 7<br />

and 12) will be embedded in <strong>the</strong> existing framework of <strong>the</strong> NFP PoA. Monitoring activities will<br />

rely on <strong>the</strong> monitoring system currently in place as part of <strong>the</strong> national planning process.<br />

3.7 The CIP also draws upon: (i) <strong>the</strong> Vision 2021 and <strong>the</strong> associated Perspective <strong>Plan</strong><br />

2010-2021 of <strong>the</strong> Government, which provides <strong>the</strong> long-term vision of <strong>the</strong> current Government;<br />

(ii) <strong>the</strong> election manifesto of <strong>the</strong> Government and relevant constitutional provisions.<br />

Programmatic / <strong>Plan</strong>ning Mechanisms<br />

3.8 The CIP is aligned with <strong>the</strong> upcoming 6 th Five-Year <strong>Plan</strong> (FYP) (2011-2015), a key<br />

planning document of <strong>the</strong> Government. The FYP outlines priority development interventions for<br />

<strong>Bangladesh</strong>. It holds that “strong agriculture remains fundamental to poverty reduction as well as<br />

food security.” There is also broad support for safety nets that will ensure access to as well as<br />

utilization of <strong>the</strong> enhanced availability resulting from streng<strong>the</strong>ned agriculture. The CIP approach<br />
