Based on these reviews, AERB considers issuance of consent, <strong>for</strong> the site<br />
<strong>for</strong> locating the radiation facility. In certain cases, inspections are also<br />
considered necessary prior to giving regulatory consent.<br />
4.3 Consent <strong>for</strong> Construction/Layout Plan Approval<br />
For construction clearance, the design of the facility is reviewed in detail<br />
with the aid of preliminary safety analysis report (PSAR), wherever applicable.<br />
Important to this stage of review is the safety approach of the applicant in<br />
respect of defence-in-depth and redundancy in design and accident prevention,<br />
which is applicable <strong>for</strong> gamma radiation processing facility and accelerators.<br />
An assessment is made to determine whether all the design safety requirements<br />
are met, the design features are compatible with the site, where required, and<br />
the facility can be constructed to operate safely.<br />
Issue of construction Consent is considered by the AERB, on compliance<br />
with the requirements brought out in the above review. In many cases, where<br />
radiation hazard potential is not high, the layout plan approval either as part<br />
of site approval or as a separate layout plan approval is treated as part of<br />
construction consent and no separate construction clearance is granted. In<br />
certain cases, an inspection is also considered necessary prior to giving<br />
regulatory clearance.<br />
4.4 Consent <strong>for</strong> Commissioning<br />
Prior to the issue of Consent <strong>for</strong> commissioning of equipment and units, the<br />
AERB reviews the final and as-built design and con<strong>for</strong>mity of the construction<br />
with the design and regulatory requirements.<br />
The programme of commissioning tests and procedures, operating limits and<br />
conditions, adequacy of manpower available and their qualification and<br />
training are reviewed. In addition, quality assurance reports on installation<br />
of equipments and units, are also examined.<br />
The Consent <strong>for</strong> commissioning of the facility is given in one or more interim<br />
stages, as appropriate, depending upon the type of radiation facility. For some<br />
of the radiation facilities (see subsections 2.5.1, 2.6.2 and 2.7.2 ), a combined<br />
consent covering both commissioning and operation is granted and hence no<br />
separate commissioning clearance is required.<br />
4.5 Consent <strong>for</strong> Operation<br />
<strong>Consenting</strong> <strong>for</strong> the operation of the radiation facility is a major stage in the<br />
review process and requires a detailed examination of the facility as a whole,<br />
to ensure implementation of all safety provisions and recommendations of<br />
the reviewing agency.<br />
