The manufacturer shall not manufacture, supply or undertake the marketing<br />
of the IRGDs without obtaining the Type Approval certificate. The type<br />
approved IRGDs shall be supplied only to the users authorised by AERB and<br />
records to that effect should be maintained and submitted periodically to<br />
AERB. Any unusual occurrence during manufacture should be promptly<br />
reported within 24 hours and this should be followed by a detailed report<br />
within the prescribed period. The Consentee shall submit to AERB the periodic<br />
status reports on manufacturing and supply of IRGDs to the authorised users.<br />
3.11.1.4 Decommissioning/Disposal<br />
The decommissioning plan should be submitted to the AERB when the facility<br />
is no longer to be used <strong>for</strong> manufacturing of IRGDs. The Consentee should<br />
check <strong>for</strong> any contamination in the facility and carry out decontamination, if<br />
necessary. The Consentee should obtain an Authorisation <strong>for</strong> disposal of<br />
radioactive waste, if no contamination is present, the facility can be<br />
decommissioned and could be released <strong>for</strong> any other purpose. The Consentee<br />
should submit to AERB, report on safe decommissioning, and safe disposal<br />
of radioactive waste and personnel doses received during the decommissioning<br />
operation.<br />
3.11.1.5 Lead Time <strong>for</strong> Submission/Availability of Documents<br />
The lead time <strong>for</strong> submission of documents at any stage of <strong>Consenting</strong> process<br />
is 30 days be<strong>for</strong>e the desired date of Consent and the documents should be<br />
complete in all respects <strong>for</strong> review by AERB.<br />
3.11.2 <strong>Facilities</strong> Engaged in the Commercial Production of Consumer Products<br />
Containing Radioactive Materials<br />
3.11.2.1 General<br />
Consumer products containing radioactive substances, which are<br />
commercially manufactured and extensively used in India, are the radioluminous<br />
timepieces and watches, gaseous tritium light sources (GTLS),<br />
gaseous tritium light devices (GTLD), ionisation chamber smoke detectors<br />
(ICSD), fluorescent lamp starters, anti-static devices and the incandescent<br />
gas mantles. The regulatory control is exercised only at the manufacturing<br />
stage.<br />
3.11.2.2 Site and Layout Plan Approval<br />
Each of the commercial premises where one or more of the above consumer<br />
products containing radioactive substances, is manufactured, has to be<br />
approved by AERB. AERB reviews the application <strong>for</strong> manufacture. The<br />
quantity of radioactive substance contained in each product shall not exceed<br />
the values specified in the AERB standard specification <strong>for</strong> ‘Radiological<br />
