A final review of the design of the as-built facility including modifications<br />

incorporated and safety analyses, including revisions made in the evaluations<br />

due to changes in the design or assumptions, if any, is carried out. This is<br />

accomplished by review of the final safety analysis report (FSAR) as submitted<br />

by the applicant as part of the review requirement towards this consent<br />

stage(see Section 3.0). The status of implementation of the recommendations<br />

of the safety review committees is also reviewed, with appropriate follow-up<br />

actions. All pending safety issues should be resolved be<strong>for</strong>e the consent <strong>for</strong><br />

operation is considered by AERB.<br />

The technical specifications <strong>for</strong> the operation of the facility, specifying the<br />

safety limits, safety system settings, limiting conditions <strong>for</strong> operation,<br />

surveillance and in-service inspection requirements, are reviewed and<br />

approved by AERB <strong>for</strong> adoption, wherever required, by the radiation facility.<br />

The availability of all operating manuals, including operating procedures<br />

under emergency condition, is verified.<br />

The radiation protection programme, treatment and discharge of radioactive<br />

effluents, management of solid radioactive waste, wherever applicable, and<br />

qualification and training <strong>for</strong> the operating personnel, are important subjects<br />

that need to be assessed, be<strong>for</strong>e commencement of operation of the facility.<br />

Emergency preparedness plans <strong>for</strong> the radiation facility are also reviewed<br />

depending on the type of the facility.<br />

On confirmation of the overall safety of the facility, AERB issues a Consent<br />

to the applicant in the <strong>for</strong>m of a licence <strong>for</strong> continued operation of the facility.<br />

The licence may stipulate certain conditions and requirements governing the<br />

operation of the facility and also specify a time limit on the validity of the<br />

licence.<br />

At times, the AERB may also issue a Consent <strong>for</strong> operation of a facility <strong>for</strong> a<br />

limited period, if there are certain pending recommendations, which are safety<br />

related, and if an undertaking is given by the applicant <strong>for</strong> their implementation<br />

be<strong>for</strong>e the expiry of the Consent. On implementing the pending<br />

recommendations, the applicant may apply <strong>for</strong> Consent <strong>for</strong> continued<br />

operation as <strong>for</strong> normal circumstances.<br />

The facility continues to remain under regulatory control after commencement<br />

of operation and is subjected to regulatory inspections and en<strong>for</strong>cement, to<br />

ensure that the facility is being operated as per the regulatory requirements.<br />

Details of the periodicity <strong>for</strong> inspection of the radiation facilities are given in<br />

AERB/RF/SM/G-3 (under preparation).<br />

The Licensee is required to submit to the AERB periodic reports on the<br />

per<strong>for</strong>mance of the facility and its safety status. In addition, data on radiation<br />

exposures to the workers and public, disposal of radioactive waste, etc. should<br />
