distance of civil or military runway, if any, are also considered. The applicant<br />

should also submit the authenticated documents issued by relevant<br />

Government agency showing the status of ownership/lease of the premises.<br />

The application <strong>for</strong>mat <strong>for</strong> obtaining consent <strong>for</strong> site approval is given in<br />

Annexure 1.<br />

3.2.1.3 Layout and Construction Approval<br />

The design of land-based gamma radiation processing facility should meet<br />

the requirements specified by AERB in the safety standard on ‘Land-based<br />

Stationary Gamma Irradiator’, [AERB/RF-IRRAD/SS-6, (Rev-1), 2007]<br />

The general requirements <strong>for</strong> a GRAPF should cover:<br />

Layout of the facility<br />

Integral source units (ISU);<br />

Source-frame and suspension mechanism;<br />

Source-drive mechanism and wire ropes;<br />

Water-pool and pool lining, permeability and seepage of water,<br />

evaporation rate and safe water level, system <strong>for</strong> purification and<br />

demineralisation of water, pH and conductivity control;<br />

Provision <strong>for</strong> on-line pool water contamination and pH monitoring;<br />

Ventilation system;<br />

Biological shielding;<br />

Access control;<br />

Safety systems such as personnel access door interlocks and search<br />

buttons;<br />

Emergency systems including trip wire, pressure plate;<br />

Product-movement system and operating controls; and<br />

Material handling facilities.<br />

A preliminary safety analysis report (PSAR), as per Appendix 2B, covering<br />

the above aspects along with the application <strong>for</strong> obtaining Consent <strong>for</strong><br />

construction/layout approval as given in Annexure-2, shall be submitted to<br />

AERB <strong>for</strong> review. PSAR should also contain in<strong>for</strong>mation regarding<br />

provisions/commitment of applicant <strong>for</strong> safe disposal of spent/disused sources.<br />

The PSAR is reviewed bearing in mind (a) ‘defence in depth’ principle by<br />

redundancy, diversity and independence in the design, (b) the fail-safe system<br />

in the event of any deviation from normal practice, (c) power failure, (d)<br />

access control, and (e) unauthorised entry through product box entry route.<br />
