related unusual occurrence at the facility and follow it up with a detailed<br />
report. Violations of the approved technical specifications <strong>for</strong> operation should<br />
also be reported promptly to AERB, explaining the circumstances/justification<br />
<strong>for</strong> the violation.<br />
4.6 Renewal of Consents <strong>for</strong> Operation<br />
Be<strong>for</strong>e expiry of the validity period of the licence, the Applicant/Licensee<br />
should apply <strong>for</strong> renewal of the Licence. The AERB, after a detailed review<br />
of the safety per<strong>for</strong>mance of the facility, considers renewal of the Licence.<br />
4.7 <strong>Consenting</strong> Decisions<br />
4.8 Licence<br />
The AERB, on the basis of its review and assessment of the radiation facilities,<br />
may issue or refuse a regulatory consent. The findings and recommendations<br />
of the safety review committees <strong>for</strong>m the basis <strong>for</strong> such decisions.<br />
Where the AERB had issued a consent <strong>for</strong> the operation of a facility or trial<br />
operation of the facility, the applicant should fulfil the requirements specified<br />
in the Consent within the stipulated period. The applicant may apply <strong>for</strong> an<br />
extension of the Consent but should justify with proper reasons <strong>for</strong> the failure<br />
to meet the stipulations in the Consent. The AERB will take an appropriate<br />
decision based on the recommendations of the safety review committees.<br />
Any new in<strong>for</strong>mation that becomes available to the AERB from research and<br />
development results, experience at similar radiation facilities elsewhere by<br />
way of incidents or accidents, change in off-site conditions etc. will be<br />
considered by AERB in its review and assessment process. Where such<br />
in<strong>for</strong>mation has relevance to the safety of the facility, the AERB may stipulate<br />
modifications.<br />
The AERB may also per<strong>for</strong>m a review and assessment of previously approved<br />
facilities in the light of the new in<strong>for</strong>mation and make additional<br />
recommendations <strong>for</strong> implementation.<br />
4.8.1 Review <strong>Process</strong><br />
Stagewise regulatory clearances are issued depending on each successfully<br />
completed stage of the radiation facility wherever applicable. The AERB<br />
may carry out inspection at certain stages, to verify the in<strong>for</strong>mation provided<br />
in the application. In general, a two-tier review process is followed by the<br />
AERB be<strong>for</strong>e License is granted <strong>for</strong> radiation facilities as defined in subsection<br />
2.5 (i-viii). Two-tier review includes safety review and assessment by the<br />
radiological safety division (RSD) of AERB followed by review in the safety<br />
