Safety in the Design and Manufacture of Consumer Products Containing<br />
Radioactive Substances’, (AERB/SS-4). Based on an inspection of the facility<br />
and ensuring the availability of trained manpower including RSO Level I,<br />
AERB grants Authorisation <strong>for</strong> the manufacture of the consumer products.<br />
The detailed layout plan of the facility should also be submitted at the time<br />
of application <strong>for</strong> authorisation. However, no separate layout plan approval<br />
is issued.<br />
3.11.2.3 Commissioning and Operation<br />
No separate clearance <strong>for</strong> commissioning and operation is issued <strong>for</strong> the<br />
facility engaged <strong>for</strong> manufacturing of consumer products containing<br />
radioactive material. However, an Authorisation <strong>for</strong> the manufacture of the<br />
consumer products is required as mentioned in subsection 3.11.2.2. The<br />
application <strong>for</strong>mat <strong>for</strong> obtaining the Authorisation <strong>for</strong> manufacturing (covering<br />
the layout plan approval) of consumer products containing radioactive material<br />
is given in Annexure 36.<br />
AERB grants Type Approval <strong>for</strong> each type of consumer product containing<br />
radioactive substance material separately prior to its release in the market.<br />
Any unusual occurrence during manufacture should be promptly reported<br />
within 24 hours and this should be followed by a detailed report within the<br />
prescribed period. The consentee has also to submit to AERB periodic reports<br />
about the products distributed to each customer and location of its use,<br />
wherever applicable.<br />
3.11.2.4 Disposal<br />
The manufacturing premises should be checked <strong>for</strong> contamination. If<br />
contamination exists the premises should be decontaminated to an acceptable<br />
level. It can then be declared fit <strong>for</strong> any use. The active waste should be<br />
disposed off after obtaining regulatory clearance.<br />
The user, may procure such consumer product and eventually dispose it off<br />
in the public domain without any further control. If large number of consumer<br />
products have to be stored/disposed off by the user, the user is advised to<br />
seek approval from AERB.<br />
3.11.2.5 Lead Time <strong>for</strong> Submission/Availability of Documents<br />
The lead time <strong>for</strong> submission of documents at any stage of <strong>Consenting</strong> process<br />
is 30 days be<strong>for</strong>e the desired date of Consent and the documents should be<br />
complete in all respects <strong>for</strong> review by AERB.<br />
