The accelerator shall be housed in a room with adequate shielding and access<br />

control. Prior to its construction, the site layout of the accelerator room should<br />

be approved by AERB. The applicant should also submit the authenticated<br />

documents issued by relevant Government agency showing the status of<br />

ownership/lease of the premises. The Application <strong>for</strong>mat <strong>for</strong> obtaining<br />

regulatory consent <strong>for</strong> Site, Layout and Construction is given in Annexure<br />

29. Detailed safety analysis report should be submitted in the <strong>for</strong>m of<br />

preliminary safety analysis report (PSAR), the <strong>for</strong>mat of which is given in<br />

Appendix 3B-III. AERB issues no separate Consent <strong>for</strong> construction.<br />

However, AERB may inspect the facility while under construction to verify<br />

whether the construction is as per design approved. Installation of accelerator<br />

and preliminary tests on various systems is to be carried out in a phased<br />

manner as per the checkpoints. The quality assurance aspects should be<br />

addressed as per Appendix 3F.<br />

3.7.4.3 Commissioning and Operation<br />

After installation of the industrial accelerator and detailed per<strong>for</strong>mance<br />

verification of the accelerator systems, the Consentee should submit to the<br />

AERB the Application <strong>for</strong> obtaining the Consent <strong>for</strong> commissioning/operation<br />

of industrial accelerator facility as per the <strong>for</strong>mat given in the Annexure 30<br />

along with the FSAR (to be submitted as per Appendix 3D-III). The quality<br />

assurance aspects in the commissioning and operation of the NDT accelerator<br />

should be as per APPENDIX 3F.<br />

AERB may carryout inspection of the industrial accelerator facility if required<br />

prior to commissioning and operation.<br />

Prior to seeing the permission <strong>for</strong> commissioning/operation Consentee should<br />

have:<br />

(i)<br />

(ii)<br />

(iii)<br />

(iv)<br />

Qualified and trained manpower - RSO, certified operator(s)<br />

Personnel monitoring devices<br />

Protection level dosimeters/<strong>Radiation</strong> zone monitor<br />

Emergency response plan and preparedness.<br />

Based on the review of the application, the Acceptance Test Report (to be<br />

submitted as per Appendix 3B) and radiation protection manual (RPM) (to<br />

be in the <strong>for</strong>mat given as per Appendix 3E) and in<strong>for</strong>mation obtained from<br />

inspection, if any, AERB may issue the Consent <strong>for</strong> commissioning/operation<br />

of the industrial accelerator. The Consentee is required to submit periodic<br />

status report to the AERB. Unusual occurrences should be promptly reported<br />

within 24 hours and this should be followed by a detailed investigation report.<br />
