3.2.2.4 Commissioning<br />

When all the accelerators systems are in place, per<strong>for</strong>mance of each system<br />

should be verified independently and also in an integrated manner. It is<br />

important to check all safety systems/components and interlocks, beam-lines,<br />

per<strong>for</strong>mance of the accelerator systems and subsystems prior to trial operation<br />

of the accelerator facility at full rated capacity. Acceptance test reports (ATR)<br />

containing the results of the tests should be prepared and submitted <strong>for</strong> review<br />

as per the <strong>for</strong>mat given in Appendix 3C. When the test results are in<br />

compliance with the design intent, regulatory clearance <strong>for</strong> commissioning<br />

will be issued. The following safety personnel shall be available at the<br />

commissioning stage:<br />

RSO<br />

Certified operators<br />

Trained servicing and maintenance personnel.<br />

Monitoring of radiation level and dosimetry of irradiation field should be<br />

carried out at this stage. No separate consent <strong>for</strong> commissioning is required,<br />

as this is part of combined consent <strong>for</strong> commissioning and operation.<br />

3.2.2.5 Operation<br />

For obtaining Consent <strong>for</strong> operation of the accelerator, acceptance test results<br />

(ATR) and the final safety analysis report (FSAR) should be submitted <strong>for</strong><br />

review. The FSAR should incorporate all the recommendations of the review<br />

committees, including modifications in the design and safety systems and<br />

procedures. The <strong>for</strong>mat <strong>for</strong> FSAR of IARPF is given in Appendix<br />

3D-I and II. The <strong>Radiation</strong> Protection Manual should also be submitted<br />

along with FSAR in the <strong>for</strong>mat given in Appendix 3E. The quality assurance<br />

aspects in commissioning and operation should be addressed as per Appendix<br />

3F.<br />

When the accelerator per<strong>for</strong>mance is trouble free and radiation levels are<br />

within the acceptable limits, regulatory clearance <strong>for</strong> full rated capacity is<br />

considered after a review of the per<strong>for</strong>mance of the facility as mentioned in<br />

subsection 3.2.2.5.<br />

Based on the review of in<strong>for</strong>mation provided in the FSAR and obtained from<br />

inspections by the AERB, the regulatory consent in the <strong>for</strong>m of Licence <strong>for</strong><br />

commissioning and operation is issued <strong>for</strong> IARPF. The application <strong>for</strong>mat<br />

<strong>for</strong> Licence <strong>for</strong> commissioning and operation is given in Annexure 6.<br />

The Consentee is required to submit to the AERB quarterly, periodic reports<br />

on safety status. Unusual occurrences should be promptly reported within 24<br />

hours and this should be followed by a detailed report within the prescribed<br />
