<strong>for</strong> research and industrial processing applications, threetier review is<br />
followed. Threetier review includes safety review and assessment by the<br />
Radiological Safety Division of AERB followed by review in the safety<br />
committee on gamma radiation processing plants (SCOGRAPP) or safety<br />
committee <strong>for</strong> medical, industrial and tesearch accelerators (SCMIRA) which<br />
is further followed by the review in the apex committee i.e. safety review<br />
committee <strong>for</strong> applications of radiation (SARCAR).<br />
4.8.2 Assessment <strong>Process</strong><br />
For consideration of Licence <strong>for</strong> the facilities defined in subsection<br />
2.5(i-viii), the applicant is required to furnish generally the following<br />

submission of a preliminary safety analysis report(PSAR) covering<br />
the design of the source, equipment and facility, layout, wherever<br />
applicable;<br />
proposed quality assurance (QA) programme;<br />
commissioning/per<strong>for</strong>mance tests and results;<br />
availability of trained and certified manpower such as radiological<br />
safety officer (RSO), operators;<br />
availability of personnel monitoring devices;<br />
availability of radiation monitoring and measuring instruments;<br />
waste disposal measures; and<br />
preparedness of plans <strong>for</strong> likely radiation emergency.<br />
Licence is granted only at the final stage i.e. <strong>for</strong> regular operation of the<br />
facility based on the submission of final safety analysis report(FSAR),<br />
wherever applicable; and review of the same by AERB (see section 3). The<br />
earlier stages are covered by the regulatory clearances of the siting,<br />
construction, commissioning and initial operation.<br />
The Licence is, unless otherwise specified, normally valid <strong>for</strong> a period of<br />
five years and may be renewed after appropriate review of the safety<br />
per<strong>for</strong>mance.<br />
4.9 Authorisation<br />
4.9.1 Review <strong>Process</strong><br />
In general, the review <strong>for</strong> Authorisation <strong>for</strong> the facilities covered under<br />
subsection 2.6.1(i-v), is only one-tier. The AERB may inspect the facility to<br />
verify the in<strong>for</strong>mation provided in the application. The application is reviewed<br />
by the Radiological Safety Division, AERB, based on the criteria and<br />
guidelines set in the rules, standards, codes and guides.<br />
