Adequacy of biological shielding of the hot cell is verified based on acceptable<br />

radiation levels at occupied locations. Based on the detailed review of the<br />

PSAR submitted by the applicant, the AERB may issue a regulatory consent<br />

<strong>for</strong> layout/construction approval, with relevant stipulations involving<br />

checkpoints and hold points as well as QA requirements as mentioned in<br />

PSAR.<br />

The facility should maintain and keep available the reports on quality<br />

assurance (QA) during construction of the facility. Inspections may be carried<br />

out by AERB prior to installation of safety systems <strong>for</strong> assessing the integrity<br />

and adequacy of biological shielding and verification of con<strong>for</strong>mance with<br />

the stipulations. The associated QA guidelines are given in Appendix 6F.<br />

3.4.3.4 Commissioning and Operation<br />

When all the systems are in place, per<strong>for</strong>mance of each system should be<br />

verified independently and also in an integrated manner. It is important to<br />

check all interlocks and operational controls prior to handling of sources.<br />

Acceptance test reports (ATR) containing the results of the tests should be<br />

prepared and submitted to the AERB. When the test results are in compliance<br />

with the design intent, regulatory Consent <strong>for</strong> handling of the sources in IFRT<br />

facility will be issued.<br />

The following safety personnel shall be available prior to commissioning:<br />

(i)<br />

(ii)<br />

(iii)<br />

Radiological safety officer<br />

Certified operators and source handling personnel<br />

Trained servicing and maintenance personnel.<br />

Monitoring of radiation level around the IFRT and in all accessible locations<br />

should be carried out at this stage with specific source strength kept in the<br />

hot cell.<br />

The applicant should submit the final safety analysis report (FSAR), the <strong>for</strong>mat<br />

of which is given in Appendix 6D, <strong>Radiation</strong> protection manual (RPM) as<br />

per Appendix 6E and quality assurance manual (QAM),as per Appendix<br />

6F, to AERB <strong>for</strong> review.<br />

When the functional per<strong>for</strong>mance of the important systems such as masterslave<br />

manipulator, external transfer drawer, cask handling cranes and other<br />

safety systems/interlocks are satisfactory and stray radiation levels around<br />

the biological shielding are within the acceptable limits and based on the<br />

review of in<strong>for</strong>mation provided in ATR, FSAR and obtained from inspections<br />

by the AERB, the regulatory Consent in the <strong>for</strong>m of Licence <strong>for</strong> operation is<br />

issued by AERB. The application <strong>for</strong>mat <strong>for</strong> obtaining the License is given<br />

in Annexure 19.<br />
