Appendix 4F. The applicant shall also prepare technical specifications <strong>for</strong><br />

operations, which should include safety limits, limiting safety system settings,<br />

limiting condition <strong>for</strong> operations, administrative control and surveillance<br />

requirement. Technical specifications will ensure that operation of accelerator<br />

is within safety envelope as specified in FSAR.<br />

The applicant should arrange to constitute a local safety committee (LSC)<br />

with Head of the institution as Chairman and RSO as member secretary to<br />

review the safety status of the facility periodically. The minutes of meeting<br />

and action taken reports shall be available <strong>for</strong> inspection by AERB. During<br />

commissioning applicant in consultation with RSO should carry out<br />

radiological impact analysis to ensure adequacy of protective measures taken.<br />

The radiological impact analysis should also include dose to the public due<br />

to sky-shine.<br />

The <strong>for</strong>mat <strong>for</strong> application <strong>for</strong> commissioning Consent is given in<br />

Annexure 10.<br />

3.3.5 Operation<br />

The consent <strong>for</strong> operation may initially be restricted <strong>for</strong> operations at limited<br />

beam current and energy or <strong>for</strong> certain accelerating species to gain operating<br />

experience.<br />

On establishing satisfactory and safe operation of the entire plant as per design<br />

intent, the plant will be issued with consent <strong>for</strong> regular operation and extraction<br />

of beam at rated capacity. For this purpose, the applicant has to submit detailed<br />

reports on the commissioning tests and also the final safety analysis report<br />

(FSAR) (alternatively known as SAD) reflecting the as-built design, approved<br />

by the AERB. The <strong>for</strong>mat <strong>for</strong> the FSAR is given in Appendix 4B and 4D.<br />

The detailed commissioning test report should include acceptance test report<br />

(ATR) and the <strong>for</strong>mat <strong>for</strong> ATR is given in Appendix 4C. The radiation survey<br />

report during test run should also be compiled and submitted to AERB.<br />

The <strong>for</strong>mat <strong>for</strong> the application <strong>for</strong> consent <strong>for</strong> operation is given in Annexure<br />

11. At this stage, the documents submitted during previous consenting stage<br />

should be available at the site, incorporating revisions, if any.<br />

The consent <strong>for</strong> regular operation is issued specifying a validity period after<br />

which it may be renewed on the basis of a regulatory review of the plant <strong>for</strong><br />

safe per<strong>for</strong>mance.<br />

During regular operation of the facility, safety reviews are carried out by the<br />

AERB periodically, to ensure that the facility is being operated in accordance<br />

with the stipulations made in the consent and also the procedures outlined in<br />

the documents submitted to the AERB.<br />
