Minnesota Regional Development Commissions (RDCs)<br />
Regional development organizations are multi-county planning and development districts that<br />
promote cooperation among citizens, local government officials, and the private sector.<br />
Authorized by legislation in the late ’sixties and implemented in the early ’seventies, Minnesota’s<br />
9 Regional Development Commissions (RDCs) respond to economic development needs in rural<br />
communities.<br />
Each RDC is governed by a policy board that includes elected officials, business leaders and<br />
citizen representatives. Some administer JOBZ zones in their regions, and all provide area<br />
residents with a portal to state and federal development programs.<br />
The RDCs are good places for entrepreneurs to begin the complicated process of putting a<br />
project together. Professional staff provide technical assistance in business planning and<br />
finance. The RDCs are adept at packaging project financing from a host of diverse sources, an<br />
important skill considering that most economic development projects use a patchwork of<br />
programs to secure their necessary funding.<br />
