10 REGULATORY AND SAFETY OVERVIEW OF WASTE TREATMENT AND<br />

INTERIM STORAGE FACILITIES<br />

10.1 Regulatory Baseline<br />

This section describes the <strong>UK</strong> regulatory requirements that apply to operations occurring in the<br />

<strong>Waste</strong> Treatment Building (WTB) and the Interim Storage Facility (ISF). In the <strong>UK</strong> the regulator<br />

responsible for overseeing the safety of operations on a nuclear licensed site is the Health<br />

Safety Executives (HSE’s) Nuclear Installations Inspectorate (NII).<br />

The NII has four fundamental expectations with regard to radioactive waste. AREVA has taken<br />

these expectations into account in the development of this waste strategy. These expectations<br />

are listed below in regard to this strategy [Ref. 48]:<br />

1. Production of radioactive waste will be avoided. Where radioactive waste is unavoidable,<br />

its production will be minimised;<br />

2. <strong>Radioactive</strong> material and radioactive waste will be managed safely throughout its life cycle<br />

in a manner that is consistent with modern standards;<br />

3. Full use will be made of existing routes for the disposal of radioactive waste generated by<br />

the <strong>EPR</strong>;<br />

4. Remaining radioactive material and radioactive waste will be put into a passively safe<br />

state for interim storage pending future disposal or other long-term solution.<br />

10.1.1 Nuclear Site Licence Conditions<br />

Regulation of radioactive waste will be achieved via compliance with the Nuclear Site Licence<br />

and its associated 36 Nuclear Site Licence Conditions many of which are directly applicable to<br />

radioactive waste processing operations taking place in the WTB and the ISF. The following<br />

Licence Conditions are applicable to the control of nuclear matter (a definition which includes<br />

radioactive waste) on licensed sites [Ref. 48]:<br />

Licence Condition 4: Restrictions on nuclear matter on the site.<br />

Licence Condition 6: Documents, records, authorities and certificates.<br />

Licence Condition 11:Emergency arrangements.<br />

Licence Condition 14:Safety Documentation.<br />

Licence Condition 15:Periodic review.<br />

Licence Condition 17:Quality Assurance.<br />

Licence Condition 23:Operating rules.<br />

Licence Condition 25:Operating records.<br />

Licence Condition 26:Control and supervision of operations.<br />

Licence Condition 28:Examination Maintenance Inspection and Testing.<br />

Licence Condition 32:Accumulation of radioactive waste.<br />

Licence Condition 33:Disposal of radioactive waste.<br />

Licence Condition 34:Leakage and escape of radioactive material and radioactive waste.<br />

Licence Condition 35:Decommissioning.<br />

The Licence Conditions and their applicability to operations occurring in the WTB and ISF are<br />

discussed in more detail below.
