This Licence Condition requires that the licensee shall ensure, so far as is reasonably<br />
practicable, that radioactive material and radioactive waste on the site is at all times adequately<br />
controlled or contained so that it cannot leak or otherwise escape from the containment and that<br />
in the event of any fault or accident which results in a leak or escape, there are adequate means<br />
for detecting the leak and reporting the incident to the HSE.<br />
3.4.4 Safety Assessment Principles<br />
The NII provides guidance to its inspectors on the assessment of safety cases in their Safety<br />
Assessment Principles (SAPs) [Ref.11]. The SAPs relating to radioactive waste are as follows:<br />
· A strategy should be produced and implemented for the management of<br />
radioactive waste on a site (RW.1);<br />
· The generation of radioactive waste should be prevented or, where this is not<br />
reasonably practicable, minimised in terms of quantity and activity (RW.2);<br />
· The accumulation of radioactive waste should be minimised (RW.3);<br />
· <strong>Radioactive</strong> waste should be characterised and segregated to facilitate<br />
subsequent safe and effective management (RW.4);<br />
· <strong>Radioactive</strong> waste should be processed into a passively safe state as soon as is<br />
reasonably practicable (RW.6);<br />
· <strong>Radioactive</strong> waste should be stored in accordance with good engineering practice<br />
and in a passively safe condition (RW.5);<br />
· Information that might be required now and in the future for the safe management<br />
of radioactive waste should be recorded and preserved (RW.7).<br />
The SAPs also contain decommissioning principles. These reflect the regulatory expectation<br />
that decommissioning should be taken into account throughout all stages of the design and<br />
operation of nuclear plant. The decommissioning principles are as follows:<br />
· Facilities should be designed and operated so that they can be safely<br />
decommissioned (DC.1);<br />
· A decommissioning strategy should be prepared and maintained for each site and<br />
should be integrated with other relevant strategies (DC.2);<br />
· Decommissioning should be carried out as soon as is reasonably practicable<br />
taking relevant factors into account (DC.3);<br />
· A decommissioning plan and programme should be prepared and maintained for<br />
each nuclear facility throughout its lifecycle to demonstrate that it can be safely<br />
decommissioned (DC.4);<br />
· The facility should be made passively safe before entering a care and maintenance<br />
phase (DC.5) 2 ;<br />
2 BERR guidance indicates that immediate decommissioning is preferred. The <strong>EPR</strong> reactor can be<br />
decommissioned over a period of twelve years immediately following shutdown with an assumed 40-<br />
year safe interim storage of packaged wastes. Each utility will develop their own decommissioning<br />
programme.
