14 TRANSPORTATION<br />

14.1 Regulatory Baseline<br />

The British Regulations are based upon the International Atomic Energy Agency’s (IAEA)<br />

Regulations for the Safe Transport of <strong>Radioactive</strong> Materials.<br />

The objective of these Regulations is to protect persons, property and the environment from<br />

the effects of radiation during the transport of radioactive material. This protection is<br />

achieved by requiring:<br />

(a) containment of the radioactive contents;<br />

(b) control of external radiation levels;<br />

(c) prevention of criticality; and<br />

(d) prevention of damage caused by heat.<br />

These requirements are satisfied firstly by applying a graded approach to contents limits for<br />

packages and conveyances and to performance standards applied to package designs<br />

depending upon the hazard of the radioactive contents. Secondly, they are satisfied by<br />

imposing requirements on the design and operation of packages and on the maintenance of<br />

packaging, including a consideration of the nature of the radioactive contents. Finally, they<br />

are satisfied by requiring administrative controls including, where appropriate, approval by<br />

competent authorities.<br />

It can be noted that according the “Memorandum of Understanding on Approval of<br />

Certificates relating to the Safe Transport of <strong>Radioactive</strong> Material for Civil Purposes” issued<br />

on February 2006 by the Department for Transport of the United Kingdom and the<br />

Directorate general for nuclear safety and radiation protection of the Republic of France,<br />

each competent authority accepts approvals issued by the other competent authority as<br />

evidence that the design of a package meets the requirements for package design contained<br />

in the IAEA Regulations. In other words, approvals granted in France by TN International<br />

would be accepted in the United Kingdom.<br />

14.1.1 Basic Regulations<br />

The transport solutions shall comply with the following main current transport regulations:<br />

· Carriage of Dangerous Goods and Use of Transportable Pressure Equipment<br />

Regulations 2007 (CDG 2007);<br />

· “Regulations for the Safe Transport of <strong>Radioactive</strong> Materials” of the International<br />

Atomic Energy Agency (IAEA) - TS-R-1 (Transport Safety Rev.1) Edition 2005;<br />

· European Agreement concerning the International Carriage of Dangerous Goods by<br />

Road (ADR);<br />

· Regulations concerning the International Carriage of Dangerous Goods by Rail (RID),<br />

· International Maritime Dangerous Goods (IMDG) code – IMO.
