Otpor needed to pull Milosevic’s pillars <strong>in</strong>to <strong>the</strong> opposition camp.<br />

In fact, Otpor was already do<strong>in</strong>g well with two important Milosevic pillars.<br />

One was old people: They had always been Milosevic’s base <strong>of</strong> support,<br />

but <strong>the</strong> constant arrests <strong>of</strong> Otpor’s 16-year-olds—and <strong>the</strong> government’s<br />

hysterical accusations that <strong>the</strong> students were terrorists—were gett<strong>in</strong>g<br />

grandma angry. The o<strong>the</strong>r pillar was <strong>the</strong> police. From <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g, Otpor<br />

had treated <strong>the</strong> police as allies-<strong>in</strong>-wait<strong>in</strong>g. Otpor members delivered<br />

cookies and flowers to police stations (sometimes with a TV camera <strong>in</strong><br />

tow). Instead <strong>of</strong> howl<strong>in</strong>g at police dur<strong>in</strong>g confrontations, Otpor members<br />

would cheer <strong>the</strong>m.<br />

The Serbs recounted this to <strong>the</strong> Burmese, and added ano<strong>the</strong>r step: <strong>the</strong><br />

power graph, a Dj<strong>in</strong>ovic <strong>in</strong>vention. He asked <strong>the</strong> students to list various<br />

groups with <strong>in</strong>fluence <strong>in</strong> society, and <strong>the</strong>n chart each group’s level <strong>of</strong> loyalty<br />

to <strong>the</strong> regime over time. The idea was to see which groups had fluctuated—<br />

and what events <strong>in</strong> Burma’s recent history provoked <strong>the</strong> change. From that<br />

<strong>the</strong>y could glean clues about whom it was most pr<strong>of</strong>itable to woo.<br />

The students put <strong>the</strong>mselves <strong>in</strong> <strong>the</strong> shoes <strong>of</strong> Burma’s police, workers,<br />

women, and o<strong>the</strong>r groups—what did <strong>the</strong>y all want The lists <strong>the</strong>y compiled<br />

were predictable <strong>in</strong> <strong>the</strong>ir self-<strong>in</strong>terest: Students wanted private schools,<br />

bus<strong>in</strong>esspeople wanted a reliable bank<strong>in</strong>g system, farmers wanted crop<br />

subsidies. What was <strong>in</strong>terest<strong>in</strong>g was what <strong>the</strong> lists didn’t <strong>in</strong>clude. “Where<br />

is democracy Human rights” Popovic said, po<strong>in</strong>t<strong>in</strong>g to <strong>the</strong> lists tacked to<br />

<strong>the</strong> wall. “People don’t give a shit about <strong>the</strong>se th<strong>in</strong>gs. Normally your politicians<br />

talk about th<strong>in</strong>gs that don’t matter to people. Remember Gandhi’s Salt<br />

Approach<strong>in</strong>g midweek, <strong>the</strong> Serbs were worried. “They don’t<br />

trust each o<strong>the</strong>r,” Dj<strong>in</strong>ovic told me over lunch. The Burmese held a meet<strong>in</strong>g<br />

on Tuesday night <strong>in</strong> K2’s hotel room to air it all. They <strong>in</strong>troduced <strong>the</strong>mselves<br />

to each o<strong>the</strong>r, and set rules for <strong>the</strong> group. They figured out a common cover<br />

story to tell Burmese authorities. They ended up play<strong>in</strong>g songs like “Dust <strong>in</strong><br />

<strong>the</strong> W<strong>in</strong>d” on <strong>the</strong> guitar and s<strong>in</strong>g<strong>in</strong>g until 3 a.m.<br />

Th<strong>in</strong>gs started to change <strong>the</strong> next day. Wednesday’s lesson was about re-<br />
