The Wages <strong>of</strong> <strong>Arab</strong> Decay<br />

For <strong>the</strong> last few weeks, a massive wave <strong>of</strong> protests has been rock<strong>in</strong>g<br />

Tunisia over <strong>the</strong> Z<strong>in</strong>e el-Abid<strong>in</strong>e Ben Ali regime’s alleged corruption, authoritarianism,<br />

and economic fail<strong>in</strong>gs. A grisly suicide attack on a Coptic<br />

Christian Church <strong>in</strong> Alexandria on New Year’s Day has sparked escalat<strong>in</strong>g<br />

worries about <strong>the</strong> state <strong>of</strong> Christian-Muslim relations <strong>in</strong> Egypt. Over <strong>the</strong><br />

last few days, Jordanian security forces have struggled to put down riots <strong>in</strong><br />

<strong>the</strong> sou<strong>the</strong>rn town <strong>of</strong> Maan, <strong>the</strong> latest <strong>in</strong> an <strong>in</strong>creas<strong>in</strong>gly worrisome trend<br />

toward local violence and clashes. Kuwaiti politics cont<strong>in</strong>ue to be roiled by<br />

<strong>the</strong> fallout from <strong>the</strong> Dec. 8 attack by security forces aga<strong>in</strong>st law pr<strong>of</strong>essor<br />

Obaid al-Wasmi and a group <strong>of</strong> academics and parliamentarians. What do<br />

<strong>the</strong>se have <strong>in</strong> common<br />

These four seem<strong>in</strong>gly unrelated <strong>in</strong>cidents over <strong>the</strong> last month all draw<br />

attention to <strong>the</strong> accelerat<strong>in</strong>g decay <strong>of</strong> <strong>the</strong> <strong>in</strong>stitutional foundations and fray<strong>in</strong>g<br />

<strong>of</strong> <strong>the</strong> social fabric across many <strong>of</strong> <strong>the</strong> so-called “moderate,” pro-Western<br />

<strong>Arab</strong> regimes. What seems to l<strong>in</strong>k <strong>the</strong>se four ongo<strong>in</strong>g episodes, despite<br />

<strong>the</strong> obvious differences, is a comb<strong>in</strong>ation <strong>of</strong> authoritarian retrenchment,<br />

unfulfilled economic promises, ris<strong>in</strong>g sectarianism at <strong>the</strong> popular level, and<br />

deep frustration among an <strong>in</strong>creas<strong>in</strong>gly tech-savvy ris<strong>in</strong>g generation. The<br />

<strong>in</strong>ternal security forces <strong>in</strong> <strong>the</strong>se states rema<strong>in</strong> powerful, <strong>of</strong> course. But even<br />

if <strong>the</strong>se upgraded authoritarians can keep hold <strong>of</strong> power, <strong>the</strong>re’s a palpable<br />

sense that <strong>the</strong>se <strong>in</strong>cidents represent <strong>the</strong> lead<strong>in</strong>g edge <strong>of</strong> ris<strong>in</strong>g economic, social,<br />

and political challenges that <strong>the</strong>ir degraded <strong>in</strong>stitutions are manifestly<br />

unable to handle.<br />

Stalled politics and authoritarian retrenchment certa<strong>in</strong>ly plays a role <strong>in</strong><br />

this <strong>in</strong>stitutional decay, as entrenched elites have proved skilled at manipu-<br />
