build<strong>in</strong>g public services and civil society. Brennan, one <strong>of</strong> <strong>the</strong> most adamant<br />

<strong>in</strong> <strong>the</strong> Obama adm<strong>in</strong>istration about <strong>the</strong> threat <strong>of</strong> al Qaeda <strong>in</strong> Yemen, made<br />

his trip here <strong>in</strong> September 2010 with a letter from Obama to Saleh call<strong>in</strong>g<br />

<strong>the</strong> United States “committed” to help<strong>in</strong>g Yemen.<br />

No one doubts that <strong>the</strong> threat to Saleh’s government from <strong>the</strong> few hundred<br />

al Qaeda fighters here is real. But no one doubts, given Saleh’s history,<br />

that <strong>the</strong> Yemeni leader is try<strong>in</strong>g to exploit that threat to ga<strong>in</strong> foreign aid and<br />

squelch political opponents and dissidents.<br />

The West, <strong>the</strong> <strong>Arab</strong> states <strong>in</strong> <strong>the</strong> Persian Gulf, and o<strong>the</strong>rs have already put<br />

$5.7 billion on <strong>of</strong>fer to Yemen s<strong>in</strong>ce 2006, as Yemen’s al Qaeda threat grew.<br />

But Saleh’s <strong>in</strong>effective government has been unable to come up with concrete<br />

spend<strong>in</strong>g and monitor<strong>in</strong>g plans that satisfy <strong>the</strong> donors. The Friends<br />

<strong>of</strong> Yemen conference was <strong>in</strong>tended to sidestep those concerns and come up<br />

with a way to push development regardless, perhaps by establish<strong>in</strong>g an additional<br />

development fund for <strong>the</strong> country.<br />

What Yemen needs most isn’t more cash, though, but a government that<br />

spreads its cash to <strong>the</strong> people, ra<strong>the</strong>r than steals it. Military and domestic aid<br />

given without <strong>the</strong> strictest <strong>of</strong> conditions and oversight will only let Saleh’s<br />

government cont<strong>in</strong>ue to ignore all pressure for reform, perpetuat<strong>in</strong>g <strong>the</strong><br />

disaffection and suffer<strong>in</strong>g that susta<strong>in</strong> <strong>in</strong>surgencies and al Qaeda.<br />

When it comes to short-sightedness regard<strong>in</strong>g Yemen’s best <strong>in</strong>terests,<br />

Saleh and his rul<strong>in</strong>g family circle have demonstrated a near unerr<strong>in</strong>g propensity<br />

to err s<strong>in</strong>ce he assumed <strong>the</strong> presidency <strong>in</strong> 1978, after lead<strong>in</strong>g a military<br />

coup <strong>in</strong> 1962. S<strong>in</strong>ce <strong>the</strong>n, Saleh has built a power system based heavily<br />

on buy<strong>in</strong>g <strong>the</strong> goodwill <strong>of</strong> Yemen’s tribal leaders, allegedly pay<strong>in</strong>g <strong>the</strong>m to<br />

deliver <strong>the</strong> votes <strong>of</strong> <strong>the</strong>ir people <strong>in</strong> election after election.<br />

In <strong>the</strong> first Gulf War, Saleh cast what became known as <strong>the</strong> most expensive<br />

“no” <strong>in</strong> history—vot<strong>in</strong>g aga<strong>in</strong>st <strong>in</strong>ternational deployment to roll back<br />

Saddam Husse<strong>in</strong>’s <strong>in</strong>vasion <strong>of</strong> Kuwait. Yemen’s Gulf neighbors expelled<br />

Yemeni workers from <strong>the</strong>ir countries, last<strong>in</strong>gly depriv<strong>in</strong>g Yemen <strong>of</strong> remittances,<br />

<strong>the</strong> ma<strong>in</strong>stay <strong>of</strong> its t<strong>in</strong>y economy.<br />

The blunders cont<strong>in</strong>ued. Saleh allowed al Qaeda members to make <strong>the</strong>ir<br />

homes here as long as <strong>the</strong>y didn’t target his government (a gentleman’s<br />

agreement broken only <strong>in</strong> recent years). Instead <strong>of</strong> <strong>in</strong>corporat<strong>in</strong>g sou<strong>the</strong>rn<br />

Yemenis after <strong>the</strong> 1994 north-south civil war, Saleh marg<strong>in</strong>alized <strong>the</strong>m, po-<br />
