Inclusiveness in livelihoods and economic<br />

recovery programming requires specific<br />

attention to vulnerable groups and those<br />

who may face exceptional difficulties in<br />

realizing the benefits of recovery. At the<br />

same time, a careful balance is always<br />

necessary so as to ensure that targeted<br />

interventions do not appear to favour<br />

some groups over others, which can cause<br />

resentment and contribute to social tensions.<br />

Women, youth, ex-combatants and<br />

those formerly associated with armed<br />

forces and groups, and displaced persons<br />

are among the groups that often experience<br />

exceptional barriers to employment<br />

and income generation in both crisis and<br />

post-crisis situations. This chapter presents<br />

the basic knowledge that UNDP has accumulated<br />

vis-à-vis targeting interventions<br />

for employment and income generation<br />

toward these groups. This chapter addresses<br />

programming for gender equality<br />

and women’s economic empowerment<br />

(section 6.1), youth employment (section<br />

6.2), ex-combatants reintegration into civilian<br />

life and access to livelihoods (section<br />

6.3), and durable solutions for displaced<br />

persons (section 6.4). References and suggested<br />

further reading are provided at the<br />

end of each section.
