1 here in <strong>the</strong> San Juans. My family has deep roots in this<br />

2 area going back many generations here. I'm a white<br />

3 working-class construction worker male.<br />

4 This comment is about <strong>the</strong> shipping, and particularly<br />

5 refueling of <strong>the</strong> ships. I've just been talking to <strong>the</strong><br />

6 consultants in <strong>the</strong> o<strong>the</strong>r room, and <strong>the</strong>y did not have<br />

7 answers to this.<br />

8 There's no refueling that's going to take place<br />

9 actually at <strong>the</strong> terminal under proposals. So I said,<br />

10 well, where are <strong>the</strong>y going to be fueled, <strong>the</strong>n? And <strong>the</strong>y<br />

11 say <strong>the</strong>y're typically fueled at sea.<br />

12 So my question was, well, at sea, does that mean in<br />

13 <strong>the</strong> Straights of Juan de Fuca because <strong>the</strong>y can do this<br />

14 out of Port Angeles?<br />

15 And he didn't know. He said he thinks that <strong>the</strong>y can<br />

16 do six crossings of <strong>the</strong> <strong>Pacific</strong> ocean on one fueling, and<br />

17 that <strong>the</strong>y probably fuel on <strong>the</strong> o<strong>the</strong>r side of <strong>the</strong> <strong>Pacific</strong><br />

18 Rim.<br />

19 That is something that really needs to be measured<br />

20 here because it would mean that <strong>the</strong> amount of fuel that<br />

21 <strong>the</strong>y would have if <strong>the</strong>y arrived <strong>for</strong> <strong>the</strong> first trip with<br />

22 -- <strong>the</strong>y've still got five crossing's worth of fuel on<br />

23 board. The consequences of a spill is much bigger if<br />

24 <strong>the</strong>y have that volume.<br />

25 And <strong>the</strong> second thing is if <strong>the</strong>y are refueling at<br />
