2 University vessel traffic risk assessment update in<br />
3 addressing <strong>the</strong> increase -- to address <strong>the</strong> increased<br />
4 risk of a major oil spill and/or coal spill and/or<br />
5 Alberta tar sand products spill in <strong>the</strong> waters of San<br />
6 Juan County as a result of <strong>the</strong> proposed increase bulk<br />
7 carrier traffic.<br />
8 The EIS must identify alternatives or<br />
9 guarantee mitigations to all identified impacts to San<br />
10 Juan County's environment and economy and people and<br />

13 NATHAN YOFFA: Hello. My name is Nathan<br />
14 Yoffa and I live with my wife, Tracy, on Orcas Island.<br />
15 Our love <strong>for</strong> <strong>the</strong> beauty of <strong>the</strong> San Juan<br />
16 Islands, as well as <strong>the</strong> marine environment and<br />
17 wildlife, is what drew us here five years ago and we<br />
18 have taken all of our savings to buy property and<br />
19 build a home here.<br />
20 The <strong>Gateway</strong> <strong>Pacific</strong> <strong>Terminal</strong> as proposed<br />
21 will result in an additional 972 Panamax and Capesize<br />
22 ship transits at full build out.<br />
23 The increased ship traffic raises <strong>the</strong><br />
24 distinct possibility <strong>for</strong> catastrophic negative impacts<br />
25 on this region in several areas, each of which needs<br />
