4 One, <strong>the</strong> dynamics of not only <strong>the</strong> ship<br />

5 transits in question, but also looking at <strong>the</strong> context<br />

6 of all <strong>the</strong> o<strong>the</strong>r significant marine traffic sharing<br />

7 <strong>the</strong>se waters and including <strong>the</strong> potential cumulative<br />

8 impacts of o<strong>the</strong>r coal and o<strong>the</strong>r export shipping<br />

9 activities, noting that safety challenges will<br />

10 geometrically increase as <strong>the</strong> traffic increases.<br />

11 Two, potentially catastrophic negative<br />

12 impacts on <strong>the</strong> environment and on marine animals of a<br />

13 collision or grounding event, including but not<br />

14 limited to:<br />

15 Spillage of bunker fuel from <strong>the</strong> vessel.<br />

16 Please study <strong>the</strong> impact of a vessel containing bunker<br />

17 fuel colliding with a passenger ferry or o<strong>the</strong>r cargo<br />

18 ship, relative to <strong>the</strong> orca and salmon populations.<br />

19 And also <strong>the</strong> requirements <strong>for</strong> suitably<br />

20 expanding <strong>the</strong> resources and infrastructure required to<br />

21 respond to and fully mitigate such a spill in <strong>the</strong><br />

22 surrounding waters. This study needs to reflect <strong>the</strong><br />

23 response time requirements in worst case wea<strong>the</strong>r<br />

24 conditions.<br />
