4 Dr. Richard Fralick; I'm a member of <strong>the</strong> San Juan<br />
5 County Council from Orcas Island. I also sit on<br />
6 <strong>the</strong> San Juan County Board of Health. I'm a business<br />
7 person and a scientist. And it's from this<br />
8 perspective that I would like to address <strong>the</strong> panel<br />
9 today.<br />
10 The health and well being of our islanders<br />
11 is inextricably tied to <strong>the</strong> health of <strong>the</strong> marine<br />
12 waters around us. Because of <strong>the</strong> geography and marine<br />
13 conditions here, experts tell us more than 85 percent<br />
14 of <strong>the</strong> oil from a major oil spill would probably<br />
15 escape containment. A spill anywhere in <strong>the</strong> Salish<br />
16 Sea could be devastating.<br />
17 Our environment while pristine is still<br />
18 delicate.<br />
19 San Juan County Council has been spending an<br />
20 awful lot of time figuring out how to protect our<br />
21 critical areas, and our shoreline is one part of that.<br />
22 One of <strong>the</strong> things it was charged with is to<br />
23 protect and have no net loss of values and functions.<br />
24 Imagine what an oil spill would do to values and<br />
25 functions.<br />
