1 The Supreme Court said in 1976, in <strong>the</strong> case<br />
2 of Kleppe v. Sierra Club, "When several proposals <strong>for</strong><br />
3 coal-related actions that will have cumulative or<br />
4 synergistic environmental impact upon a region are<br />
5 pending concurrently be<strong>for</strong>e an agency, <strong>the</strong>ir<br />
6 environmental consequences must be considered<br />
7 toge<strong>the</strong>r."<br />
8 The Supreme Court fur<strong>the</strong>r said that "Only<br />
9 through comprehensive consideration of pending<br />
10 proposals can <strong>the</strong> agency evaluate different courses of<br />
11 action."<br />
12 Simply put, any EIS that does not include a<br />
13 programmatic approach will not be consistent with what<br />
14 would be required of <strong>the</strong> agency. Thank you very much<br />

18 you <strong>for</strong> <strong>the</strong> opportunity to speak. My name is Chuck<br />
19 Schietinger; I'm a physicist.<br />
20 I've sat on <strong>the</strong> technical advisory group <strong>for</strong><br />
21 salmon recovery. I'm a board chair of a local<br />
22 environmental science research organization. And most<br />
23 importantly I teach high school students science.<br />
24 First, I'd like to ask you to include <strong>the</strong><br />
25 wide range of adverse impacts on our young people's<br />
