10 Darling broke in half in 1994 due to incorrect<br />

11 loading. The Vale Beijing, just last year, <strong>the</strong><br />

12 largest, 400,000-ton capacity bulk carrier sprang a<br />

13 leak when it was being loaded. The leak was<br />

14 sufficient enough that it had to be towed away from<br />

15 <strong>the</strong> dock be<strong>for</strong>e it sank.<br />

24 mammal species, one-third of <strong>the</strong> bird species, and<br />

25 13 percent of <strong>the</strong> fish species suggesting an ecosystem<br />
