Mitigation is not required as Community Plan policies and actionswould address potential impacts to historic resources within the Project Area.Significance After Mitigation. Historic resource impacts would be less than significantwithout mitigation.c. Cumulative Impacts. Implementation of the Project, in combination with past,present, and potential future cumulative development in the City, could alter the historiccharacter of the Project Area and of Ventura as a whole.
