Saticoy & Wells Community Plan and Code EIRExecutive Summary0.0 EXECUTIVE SUMMARYThis section summarizes the characteristics of the proposed Saticoy and Wells Community Planand Code, alternatives, environmental impacts associated with the specific plan, recommendedmitigation measures, and the level of significance of impacts after mitigation.PROJECT SYNOPSISProject ProponentCity of San Buenaventura501 Poli Street, Room 133Ventura, California 93001Project DescriptionProject CharacteristicsThe proposed project involves the adoption of a community plan and development code(Saticoy and Wells Community Plan and Development Code, herein referred to as the “Project”)for the regulation of development for approximately 1,000 acres in the City and County ofVentura.The Community Plan includes goals, policies, and actions aimed at facilitating its envisionedplanned development. The Community Plan goals are developed in conjunction with themodel provided by the General Plan. The policies and actions defined in the Community Planare divided amongst eleven chapters, similar to the General Plan.Most of the policies and actions within the Plan chapters either do not involve physicalenvironmental changes or are intended to reduce the potential environmental changesassociated with future development within the Plan Area. Of the above mentioned CommunityPlan chapters, the two primary chapters that involve physical environmental changes to theenvironment are “Our Well Planned and Designed Community” and “Our AccessibleCommunity.” These chapters include the identification of neighborhoods and core districtswithin the Project Area, development forecasts, identification of circulation improvements andpolicies and strategies to achieve the goals of the Community Plan. See Section 2.0, ProjectDescription, for a more detailed depiction of these chapters.The proposed Saticoy & Wells Development Code is designed to achieve consistency with theGeneral Plan for the City, as analyzed in the Final Environmental Impact Report for the VenturaGeneral Plan adopted in 2005. The Code represents a continuation of development of aCitywide “Form-Based Code” as called for in the General Plan. Therefore, in conjunction withthe Community Plan, certain amendments to the City’s Development Code are proposed. Theprinciple role of the Saticoy & Wells Development Code is to implement the land use pattern,land use densities and intensities designated by the General Plan land use diagram, and thepolicies and program of the General Plan and proposed Saticoy & Wells Community Plan. Allland uses allowed by the Saticoy & Wells Development Code are consistent with thoseES-1City of Ventura
