Approximately 435 acres in the ProjectArea are currently under County of Ventura jurisdiction, but lie within the City of Ventura’sSphere of Influence. Unincorporated lands within the Sphere of Influence are under theregulatory authority of County of Ventura; however, all projects within the Sphere of Influenceare reviewed by the City of Ventura.2.3.3 2005 General Plan ConnectionThe most recent City of Ventura General Plan was adopted in 2005. The 2005 General Plan setsforth the land use designations, policies, programs, standards, and goals for development of theCity of Ventura and its sphere of influence through 2025. The 2005 General Plan is a formalexpression of community goals and desires and fulfills California Government Code §65302,which requires the preparation and adoption of a General Plan.The Community Plan is a product of the 2005 General Plan and is intended to serve as animplementation tool to carry out the policies of the 2005 General Plan. The 2005 General Plandescribes a number of subareas within the City. Both the Saticoy and Wells areas aredesignated in the General Plan as “Planning Communities,” places where distinct communitiesexist or are appropriate. Figure 2-3 shows the 2005 General Plan land use designations within2-4City of Ventura
