A couple <strong>of</strong> weeks later, he sent his IGPfrom Islamabad to study the arrangements <strong>and</strong>also meet the <strong>of</strong>ficers concerned <strong>and</strong> discuss withthem about the same. The IGP from Pakistan metme at the lB Headquarters <strong>and</strong> I put him on to theconcerned <strong>of</strong>ficers.AS LT. GOVERNOR, ARUNACHALPRADESHIn 1983, I was appointed as Lt. Governor <strong>of</strong>Arunachal Pradesh, which was earlier an UnionTerritory, consisting <strong>of</strong> the North Eastern FrontierArea (NEFA). It was the first constitutionalappointment for any IPS <strong>of</strong>ficer.During my tenure <strong>of</strong> two years <strong>and</strong> three monthsas Lt. Governor, Arunachal Pradesh, some <strong>of</strong> themore important events were as follows:Smt. Indira G<strong>and</strong>hi, the then Prime Ministervisited Itanagar for a day on February, 4 1984.She addressed a public meeting <strong>and</strong> later spoketo the MLAs <strong>and</strong> the Ministers. She also visitedthe Ramakrishna Mission Hospital, <strong>and</strong> afterlunch at the Raj Niwas, took <strong>of</strong>f for Guwahati,enroute to Delhi.During her short stay, she asked me about thestate <strong>of</strong> affairs in the Union Territory, <strong>and</strong> I toldher that an important problem which I was facingpertained to the continuous pressure from theministers <strong>and</strong> MLAs, for grant <strong>of</strong> licences foropening saw mills <strong>and</strong> if such permissions weregiven, the forests <strong>of</strong> Arunachal would get denudedat a fast rate. While speaking to the Ministers <strong>and</strong>MLAs, she told them to preserve the forest wealth<strong>of</strong> Arunachal <strong>and</strong> not to let too many saw millscome up in the area.President Giani Zail Singh visited Itanagar onMarch 4-5, 1984. During his visit he was in arelaxed mood <strong>and</strong> at the time <strong>of</strong> his morningwalk within the Raj Niwas complex, Gianijispoke freely on men <strong>and</strong> matters with me.On April 13, I visited Vijaynagar, which is thefarthest point <strong>of</strong> India in the East, with Putaoacross the border in Burma. The helicopter tripfrom Miao took nearly an hour to reach this spot.The tribes <strong>of</strong> Yobins <strong>and</strong> Lishus inhabited thearea <strong>and</strong> they were mostly Christians <strong>of</strong> Burmeseorigin. Their hair style <strong>and</strong> clothes were quitedifferent from the rest <strong>of</strong> the tribes in the area.On April 25, we were camping at Tippi in EastKameng district, on the banks <strong>of</strong> the turbulentriver Kameng. This was a well known habitat<strong>of</strong> the hornbills <strong>and</strong> I could see a lot <strong>of</strong> themcoming home to roost in the evening. Tippi wasalso the centre for orchids <strong>and</strong> a devoted team <strong>of</strong>agricultural scientists was stationed there. In theevening, I saw a wild elephant swimming acrossthe strong current <strong>of</strong> Kameng river <strong>and</strong> crossingover before disappearing into the wilds. It wasone <strong>of</strong> those rare sights which one comes acrossmost unexpectedly.On the evening <strong>of</strong> July 28, 1984, a tiger cubstrayed into the Raj Niwas grounds from the thickjungle adjoining the compound, on the westernside. The sentry at a post was shaken when thetiger came <strong>and</strong> sat a few yards away from him,staring at him. The sentry went on hitting thewooden floor <strong>of</strong> the sentry post with his rifle buttto scare away the cub, but the cub took its owntime before moving away. Unfortunately, nobodyelse saw the tiger cub, but the sentry’s versionwas corroborated by the pug marks at the site.I was flying from Calcutta to Jorhat in the morningflight on August 13, 1984 <strong>and</strong> while approachingJorhat I could see on my left a rare sight <strong>of</strong> thethree great peaks <strong>of</strong> Everest, Kangchanjanga <strong>and</strong>28The Indian <strong>Police</strong> Journal, October - December, 2012, Special Issue
Chhomohlohri, all <strong>of</strong> them juxtaposed in a row,at a distance <strong>of</strong> over 500 odd miles. It was a gr<strong>and</strong>sight indeed.AS GOVERNOR OF SIKKIMI was sworn in as Governor <strong>of</strong> Sikkim on November21, 1985. This was the first time that an IPS <strong>of</strong>ficeror an lB <strong>of</strong>ficer was appointed as Governor <strong>of</strong> aState. In May 1975, after a referendum had beencarried out, Sikkim had merged with India.After the death <strong>of</strong> the Maharajah, the Maharajkumarsucceeded him <strong>and</strong> I was present at the coronationceremony, which took place in the autumn <strong>of</strong> 1965.Smt. Indira G<strong>and</strong>hi had represented Government<strong>of</strong> India at the ceremony.AS GOVERNOR OF WEST BENGALMy appointment as Governor <strong>of</strong> West Bengal wasnotified on February 19, 1989. I was soundedabout the impending change, about four monthsbefore the appointment was formerly announced.My equation with Chief Minister, Jyoti Basu, asGovernor <strong>and</strong> Chief Minister, was cordial. Duringour periodical meetings, we used to discuss aboutmen <strong>and</strong> matters freely <strong>and</strong> frankly.In our meeting on June 21, 1989, the recentevents in China, centering around the seriousincidents at the Tiananmen Square, on the night<strong>of</strong> June 3-4, were discussed. He said that hiscolleagues <strong>and</strong> himself in the CPM Politbureau,deplored the total failure <strong>of</strong> Communist party <strong>of</strong>China <strong>and</strong> its administration in not anticipatingevents, especially since trouble had beenbrewing for over six weeks. I told him that callingout the tanks to put down the student agitationwas extraordinary. In such a situation in India,the police force, followed by para-military forces<strong>and</strong> then, in the event <strong>of</strong> their inability to h<strong>and</strong>lethe situation, the infantry units <strong>of</strong> the army wouldbe called in, but never the tanks. Mr. Basu saidthat some <strong>of</strong> his colleagues, <strong>and</strong> he himself,had asked for a meeting with the ChineseAmbassador in Delhi <strong>and</strong> these questions wouldbe posed to him. Mr. Basu was also critical <strong>of</strong>the apparent intelligence failure in China, innot finding out what was brewing amongst thestudent community. According to Mr. Basu, therewere about 45,000 students in Beijing Universityalone, with a large number <strong>of</strong> foreigners, mostlyAmerican, <strong>and</strong> it was surprising that the brewingtrouble was not detected earlier.THE WIDOWS OF BENGAL INVRINDAVAN AND VARANASIFrom time immemorial, predating the coming<strong>of</strong> the Aryans, worship <strong>of</strong> Mother has been anhonoured <strong>and</strong> celebrated tradition, <strong>and</strong> anentrenched religious practice in Bengal. Bengalcelebrates the Puja with gay ab<strong>and</strong>on. It was,therefore, particularly sad that the joint familiescould not look after elderly women, especiallythe widows, <strong>and</strong> that there were so many moreor less ab<strong>and</strong>oned widows from Bengal ekeingout a precarious living at the pilgrim centres <strong>of</strong>Varanasi <strong>and</strong> Vrindavan. There were severalwidows, most <strong>of</strong> them sent away by theirchildren, taking advantage <strong>of</strong> an ancient tradition<strong>of</strong> the elderly wanting to spend their last daysin the holy Kashi. The monthly remittances forthe widows tapered <strong>of</strong>f after a few months <strong>and</strong>thereafter they were entirely left at the mercy<strong>of</strong> the religious establishments at the pilgrimcentres. They had to, unless unable to move dueto sickness, attend a few hours <strong>of</strong> singing sessionsat the temples <strong>and</strong> then allowed to receive moneyor rice, which would enable them to have frugalmeals. It was difficult to count the exact number<strong>of</strong> widows at these pilgrim centres but the largestnumber <strong>of</strong> them were from West Bengal.I discussed this matter with Shri BuddhadebBhattacharya, the Minister for Social Welfare<strong>and</strong> requested him to examine the ways <strong>and</strong>means <strong>of</strong> repatriating the Bengal widows toshelters administered by Government aroundCalcutta, <strong>and</strong> also to pay them old-age pension,which was being done in some other formby the state. I also convened a meeting <strong>of</strong> thepresidents <strong>and</strong> secretaries <strong>of</strong> nearly 70 socialwelfare organizations which were listed out bythe government. Mrs. Renuka Ray, a well-knownsocial worker, agreed to become the President<strong>of</strong> the newly formed organization called ShantiVishram, with Dr. Roma Chaudhury as Vice-President <strong>and</strong> Mr. Rusi B. Gimi as GeneralSecretary. The society was intended to assist theState Government in repatriating the widows<strong>and</strong> providing them with shelter <strong>and</strong> sustenance.On the eve <strong>of</strong> my departure from West Bengalin Feb. 1990, Mrs. Ray wrote to me saying thatThe Indian <strong>Police</strong> Journal, October - December, 2012, Special Issue 29
