Immigration, Inter-State Disputes, movementsfor creation <strong>of</strong> new States, problems <strong>of</strong> North-Eastern region, Maoist terror, etc. This wasreflective <strong>of</strong> the ‘brick by brick’ <strong>and</strong> ‘step by step’process <strong>of</strong> career development in the lB. It isessentially because <strong>of</strong> their decades long, multifacetedgrooming that quite a few earmarked IB<strong>of</strong>ficers were deputed, in recent years, to headother organisations including R&AW, JIC, CISF,BCAS, SPG, Secretary (Security) <strong>and</strong> even thosewho reverted back to their State cadres, ended upinvariably as DGPs. It is also no coincidence, thatmore than half a dozen <strong>of</strong> them were appointed,post retirement, as Governors <strong>and</strong> successfullyadorned that high <strong>of</strong>fice.l.B. also <strong>of</strong>fered me the opportunity to reviewmy association with sports, as I became theSecretary <strong>of</strong> the All India <strong>Police</strong> Sports Control<strong>Board</strong> (AIPSCB), that oversees the holding <strong>of</strong>roughly a dozen <strong>Police</strong> tournaments in differentdisciplines every year, with the participation <strong>of</strong> alarge number <strong>of</strong> <strong>Police</strong> sports persons, many <strong>of</strong>whom have represented India with distinction atthe Olympics, Asian Games, SAF Games, etc. Forthe sake <strong>of</strong> senior <strong>of</strong>ficers, an All India <strong>Police</strong> GolfTournament was introduced in the mid-nineties,<strong>and</strong> the first one was held in Shillong. Anothermatter <strong>of</strong> pride is the record haul <strong>of</strong> medals wonby the Indian <strong>Police</strong> contingent in successiveWorld <strong>Police</strong> Games, including those at ColoradoSprings, USA (1993) <strong>and</strong> Melbourne, Australia(1995), when I was the Team Manager. Yetanother achievement <strong>of</strong> the Indian <strong>Police</strong> was thedeputation <strong>of</strong> about a dozen DIG/Comm<strong>and</strong>antlevel <strong>of</strong>ficers from various States/CPOs - all <strong>of</strong>them proven sports administrators - to the AtlantaOlympics (1996). Another notable achievement<strong>of</strong> the <strong>Police</strong> forces, particularly the I.T.B.P., is inthe field <strong>of</strong> mountaineering; a little known fact,however, is that almost a dozen lB mountaineershave successfully made it to the top <strong>of</strong> MountEverest, <strong>and</strong> these include the legendary SonamGyatso, Sonam Wangyal <strong>and</strong> Phu Dorjee. lB’sjourney into mountaineering continues, thanksto the Sonam Gyatso Mountaineering Institute(SGMl), Gangtok.As regards the role <strong>of</strong> the Director, lntelligence<strong>Bureau</strong>, a position I was privileged to hold formore than three years (2001-2004), it wouldbe appropriate to mention, that apart from hisonerous responsibilities unto National Security,DIB owes a special duty towards the pr<strong>of</strong>essionaladvancement <strong>and</strong> welfare <strong>of</strong> the entire <strong>Police</strong>community <strong>of</strong> the country. It is for this reason thathe is designated as the Chairman <strong>of</strong> the AnnualConference <strong>of</strong> DGPs <strong>of</strong> States/CPOs, All India<strong>Police</strong> Sports Control <strong>Board</strong>, All India <strong>Police</strong>Duty Meet <strong>and</strong> the All India <strong>Police</strong> MemorialCommittee, besides being the only <strong>Police</strong>member in the committee for empanelment <strong>of</strong>IPS <strong>of</strong>ficers as Additional DGs/DGs. Of course,DIB’s participation in the meetings <strong>of</strong> the CabinetCommittee for Security (CCS) <strong>and</strong> his easy accessto dignitaries like the President <strong>of</strong> India, PrimeMinister, Union Home Minister <strong>and</strong> the NationalSecurity Advisor ensures the projection <strong>of</strong> <strong>Police</strong>point <strong>of</strong> view on important issues.On this count, successive DIBs have playeda crucial role, starting from the IegendaryB.N. Mullick, a great visionary responsiblefor designing virtually the entire security <strong>and</strong>policing architecture <strong>of</strong> the country. Shri T.V.Rajeswar was instrumental in the upgradation<strong>of</strong> <strong>Police</strong> Chiefs <strong>of</strong> States/CPO's to the level <strong>of</strong>DGs from IGs earlier. To Shri M.K. Narayanangoes the credit for inclusion <strong>of</strong> the Indian <strong>Police</strong>in the global community <strong>of</strong> the InternationalAssociation <strong>of</strong> Chiefs <strong>of</strong> <strong>Police</strong> (IACP) <strong>and</strong> fororganising its Asia-Pacific Conference, in Delhiin early 1992, with the active participation <strong>of</strong>State DGPs <strong>and</strong> CPO Chiefs - perhaps the firstever International <strong>Police</strong> Conference in India.Incidentally I was the Organising Secretary <strong>of</strong> thisConference. From the days <strong>of</strong> Shri D.C. Pathak,an Indian delegation led by the DIB, regularlyparticipates in the Annual Conference <strong>of</strong> <strong>Police</strong>Chiefs <strong>of</strong> SAARC.I too did my bit in terms <strong>of</strong> operationalising theproject relating to the National <strong>Police</strong> Memorial(which should hopefully be completed soon);setting up <strong>of</strong> an All India <strong>Police</strong> B<strong>and</strong> Institute atCRPF Campus, Manesar, near Gurgaon; initiatingthe proposal for canteen facility to CPOs (sinceformalised); raising the IPS intake through theUPSC to over 80, which had dipped previously toonly 30-35 per year; Reunion Seminars at N.P.A.Hyderabad for IPS <strong>of</strong>ficers; <strong>and</strong> in the matter <strong>of</strong> thel.P.S. Memor<strong>and</strong>um to the Vth Pay Commission,which resulted in quicker promotion to IGrank (within 20 years now, as against 25 yearsearlier).
