ITBF Ladakh: A Saga <strong>of</strong> Courage<strong>and</strong> ServiceThe term Ladakh comes from a Tibetan word“La-Taghs”, which literally means a mountainouscountry with passes, <strong>and</strong> Leh, which is theheadquarters <strong>of</strong> this region in Ladakhi languagemeans an oasis. Ladakh is strategically located,surrounded by Pakistan in the west, Sinkiangprovince <strong>of</strong> China in the north <strong>and</strong> Tibet (occupiedby China) in the east.The ITBF played an important role during theChinese aggression in 1962 <strong>and</strong> sacrificedmany <strong>of</strong> its personnel in the war in NorthernSector. A ‘<strong>Police</strong> Memorial’ was built at "HotSpring" to commemorate the martyrs <strong>and</strong> everyyear, a <strong>Police</strong> party visits "Hot Spring" to payhomage to the martyrs. ITBF personnel havealso excelled as mountaineers <strong>and</strong> Padma ShreeSonam Wangyal, was the youngest to climb Mt.Leh 40 years backThe Intelligence <strong>Bureau</strong> started functioning in theLadakh region from November 7, 1950, with askeletal staff <strong>of</strong> one Deputy Central IntelligenceOfficer, one stenographer <strong>and</strong> two gunmen, wh<strong>of</strong>ormed members <strong>of</strong> the Indo-Tibetan Border Force(ITBF), a name given by Shri B.N Mullick, the thenDirector <strong>of</strong> Intelligence <strong>Bureau</strong>. It was the onlyplace where IB personnel were a truly uniformedforce, with all the associated paraphernalia.Since then, the ITBF personnel have been servingthe nation at the borders, under extremely difficultweather conditions, terrain <strong>and</strong> circumstances.Since its inception, ITBF, besides catering to theintelligence requirements has also remained alifeline for the local people. Infact, till the 1990'sthe local people were fully dependent on ITBFfor communication, transport, medical facilities,ration <strong>and</strong> fodder items, both in the remote areasas well as in Leh town.Officer’s Mess ITBFEverest while Phu Dorjee, climbed Mt. Everestwithout oxygen. Both were from ITBF.The pr<strong>of</strong>essional expertise <strong>of</strong> ITBF employeeswas also acknowledged during the Kargil crisisin 1999, when ITBF was the first agency to reportthe intrusion by the Pakistani army. During theconflict it provided pin-pointed information <strong>and</strong>technical support to the armed forces.In an air crash at Khardung La, which resultedin the death <strong>of</strong> almost all passengers on board,ITBF personnel were first to reach the crash site<strong>and</strong> start rescue operations. The same spirit wasexhibited by ITBF personnel during recent flashfloods in Ladakh.The Ladakhis identify themselves with ITBF <strong>and</strong>vice-versa, as on all occasions, be it joy or sorrow,they have always found the ITBF st<strong>and</strong>ing besidethem.78The Indian <strong>Police</strong> Journal, October - December, 2012, Special Issue
<strong>Police</strong> - Intelligence InterfaceShri Julio Ribeiro, IPS (Retd.)My last <strong>of</strong>ficial interface with the Intelligence<strong>Bureau</strong> was in August 1992, when I was warned <strong>of</strong>an assassination attempt by Khalistani terrorists. Ireceived a letter in Bucharest, capital <strong>of</strong> Romania,where I was serving as Ambassador <strong>of</strong> ourcountry. I immediately intimated the RomanianForeign Ministry <strong>and</strong> was provided security. Thatsaved my life because fifteen days later, whenmy wife <strong>and</strong> I were strolling down the HerestrauBoulevard in Bucharest, a car screeched to a haltabout fifty meters from us. Four men jumped out<strong>of</strong> the car, while two stood on guard besides theircar, the other two chased me firing all the timewith their AK47.The Romanian security which was following meat a short distance spoke to a colleague on theirwireless h<strong>and</strong>sets <strong>and</strong> he rushed to the spot inhis car, shot two <strong>of</strong> the assailants <strong>and</strong> capturedone. Only one got away. I received a bullet onmy back <strong>and</strong> was removed to hospital for surgerywhich involved reconstruction <strong>of</strong> the urethra,severely damaged by that single bullet. If it wasnot for the lB’s warning, I may not have beenalive today! The lB had received inputs fromRAW as mentioned in the book “The Kaoboys <strong>of</strong>R&AW” by a former RAW <strong>of</strong>ficer B. Raman. Butmy interaction was with the lB, <strong>and</strong> I am eternallygrateful to that organization for the gift <strong>of</strong> life. Ithas been twenty years now since that secondassassination attempt.My very first introduction to the lB beganin the <strong>Police</strong> Academy at Mount Abu. Four <strong>of</strong>my batch mates, R. Govind Rajan (father <strong>of</strong> theinternationally acclaimed Economist, RaghuramRajan), Anant Kumar Verma, Hari An<strong>and</strong>a Barari<strong>and</strong> Ram Kishan Kh<strong>and</strong>elwal were earmarked forthe Intelligence <strong>Bureau</strong> because <strong>of</strong> their sheerbrainpower. Personally, I was quite happy toserve in uniform as it suited my temperament<strong>and</strong> my penchant to interact with people inneed <strong>of</strong> help. But I certainly admired <strong>and</strong> lookedup to those four colleagues whose intelligencequotient was far superior to mine. They workedquietly, behind the scenes all their working life,unknown <strong>and</strong> unsung, wrestling incessantly withfacts, figures <strong>and</strong> information, analyzing the samewith their sharp minds.Hari An<strong>and</strong>a Barari was the Director, lB when Iwas Special Secretary in the Ministry <strong>of</strong> HomeAffairs. We were in close touch then. One <strong>of</strong> thejobs entrusted to us by the Government was toselect a capable <strong>of</strong>ficer to serve as DGP Punjab,in the background <strong>of</strong> the terrorism unleashedby Khalistani elements. We pored over the list<strong>of</strong> IPS <strong>of</strong>ficers who could be considered <strong>and</strong>short listed some names. These were discussedwith the Minister <strong>of</strong> State for Home, ArunNehru who in turn consulted Mr. Barnala, ChiefMinister <strong>of</strong> Punjab. Ultimately, they hit on onename. I was entrusted to sound this <strong>of</strong>ficer whounceremoniously turned down the assignment,angering Arun Nehru considerably. The endresult was that I was sent in his place!On two occasions, Barari arrived at myresidence in the wee hours <strong>of</strong> the morning,woke me up from my deep slumber, literallybundled me into his car <strong>and</strong> drove to ArunNehru’s residence to confabulate with himon matters that needed urgent attention. Suchnocturnal meetings were a part <strong>of</strong> the HomeMinistry’s daily existence. I never really gotused to them. I wondered how the DIB couldkeep awake well after the city retired for thenight, on almost a daily basis. Later, duringmy stay in Punjab, when I was Advisor to itsGovernor, Barari was appointed Governor <strong>of</strong>Haryana, <strong>and</strong> since we were batch mates, I wasa frequent visitor to Haryana’s Raj Bhavan.
