Older Adult Strategy – Preliminary Key Performance IndicatorsNote: A “Key Performance Indicator” (KPI) is a measure of performance that contributes to evaluating progress toward a goal or tosuccess in achieving a goal or objective. Choosing the right KPI is dependent on shared agreement as to what is important to the successof the Strategy. As noted earlier, every action plan dedicated to a specific recommendation should have its own KPIs, which can and should bedeveloped by the project lead or preferably, the project team. This approach has two advantages. First, it makes good use of theexpertise of team members to develop the most relevant KPI’s. Second, the commitment of the team to work towards achieving eachKPI is increased by the heightened sense of ownership. For these reasons, this report respects the mandates of the project teams anddoes not attempt to develop detailed KPI’s for individual recommendations. This report does make six foundational recommendations which will require early identification of some KPI’s to assist in gettingimplementation underway quickly. In addition, by virtue of recommending the pursuit of WHO designation, the City will be under someobligation to use the 8 WHO dimensions in developing specific KPI’s to measure age-friendliness. Accordingly, the balance of thissection is devoted to providing some preliminary suggestions of meaningful performance indicators of progress for each of the 6foundational recommendations and for each of the 8 WHO dimensions of an age-friendly city. In some instances, specific performancetargets to accompany the indicators are required; these should be identified in discussion with the relevant partners. The KPIs beloware a combination of qualitative and quantitative measures. In the following chart, ‘timeline’ refers to the target completion date for the purpose of measuring performance.‘Methodology’ refers to the manner in which data and information are collected for the purpose of establishing whether the indicatorhas been met.Recommendation Proposed KPI Timeline MethodologyTHAT the City of Guelph commit to acomprehensive multi-year Older Adult• Council approval of an Older AdultStrategy• Q4 2012 • MotionStrategy to ensure the City is age-readyand can be designated age-friendly. • Application process undertaken forWHO designation• Q1 2013 • Submission• Successful designation (3 years)• by 2016• WHO designationOlder Adult Strategy for the City of GuelphPrepared by The Osborne Group, October 201271
