She outlined the keybudget drivers to the water budget with respect to capitalcost increases, operating budget cost increases andproposed efficiency expansions. She explained the WaterServices Reserves and reserve funds. Dr. Laird also saidthat the requested staff expansions are cost neutral.Staff responded to questions regarding the <strong>City</strong>’s level <strong>of</strong>water usage, the date <strong>of</strong> implementing the rate changes,the need to build capital reserves, inspection compliance,availability <strong>of</strong> gas tax funds, and the cost comparison <strong>of</strong>building new infrastructure versus reclaimedinfrastructure.Staff explained that the rebate programs are funded fromuser rates and development charges so any financial cutsto these programs would need to be reflected in theDevelopment Charges By-law.The Executive Director <strong>of</strong> Planning, Building, Engineering& Environment highlighted the <strong>2012</strong> Wastewater ServicesAccomplishments, key budget drivers, and the wastewaterservices capital budget and forecast. She also providedinformation regarding the Wastewater Services Reserveand Reserve Funds.Dr. Hugh Whiteley, resident, raised the concern <strong>of</strong> thelevel <strong>of</strong> water consumption but was pleased with staffactions to date. He said the <strong>City</strong> needs to be diligent withsafeguarding the water supply and the long term outcomewould be beneficial economically and environmentally.2.
