4. Within sixty (60) days <strong>of</strong> a vacancy, <strong>Council</strong> will appoint a member to complete the requisitenumber <strong>of</strong> members for the remainder <strong>of</strong> the applicable term. Vacancies that occur withinninety (90) days prior to completion <strong>of</strong> their term will not be filled unless there is a need toreplace members to achieve a quorum.5. Appointments <strong>of</strong> <strong>Council</strong> members to the Committee will be for a four (4) year term;expiring once the new <strong>Council</strong> has taken <strong>of</strong>fice in an election year.6. Committee Management1) Compositiona) The Committee members shall be:i. Residents <strong>of</strong> the Municipality who are 50 years <strong>of</strong> age or older.ii. 12 members will be a paid member in good standing <strong>of</strong> a Municipal SeniorCentre.iii. Other members must be in good standing with their Senior Organizationiv. Experience with volunteer organizationsv. Credible within the communityvi. Able to commit the time necessary to serve as a member <strong>of</strong> the Committeeb) The Committee shall include:i. A maximum <strong>of</strong> 17 Volunteer Members comprised <strong>of</strong> 1 volunteer member fromeach Senior Club. None <strong>of</strong> whom shall be an elected member <strong>of</strong> the <strong>Council</strong>, anemployee or <strong>of</strong>ficer <strong>of</strong> the municipality, or a family member <strong>of</strong> a <strong>Council</strong>lor.Membership will aim to represent each Municipal Ward.ii. 1 <strong>Council</strong> Memberiii. Human Resource Complement will consist <strong>of</strong> one (1) Coordinator, who will bethe Director <strong>of</strong> Seniors Services and Staff Resources/Advisors as necessary. TheHuman Resource Complement are non-voting representatives who will act astechnical advisors to the Committee.c) Members <strong>of</strong> the Committee shall serve without remuneration but the Municipality <strong>of</strong>Chatham-Kent shall pay reasonable and necessary out-<strong>of</strong>-pocket expenses that arisedirectly out <strong>of</strong> the performance <strong>of</strong> their duties (e.g. mileage/training expenses).4. FRAMEWORK SELECTED FOR ANALYSISOn June 22, 2011 the Seniors Services Division <strong>of</strong> the Municipality <strong>of</strong> Chatham-Kent hosted acommunity consultation to collect input from a wide range <strong>of</strong> stakeholders to inform thedevelopment <strong>of</strong> a strategic plan for its aging population. The primary purpose <strong>of</strong> theconsultation was to begin identifying actions needed to meet the needs <strong>of</strong> local seniors toensure Chatham-Kent becomes and remains a safe, navigable, affordable, accessible andenjoyable community for its older residents.This community consultation represented a first step in a series <strong>of</strong> consultations and wasspecifically designed to collect input on:Older Adult Strategy for the <strong>City</strong> <strong>of</strong> <strong>Guelph</strong>Prepared by The Osborne Group, October <strong>2012</strong>99
