Option E: Organization Assessment (External) followed by Service Rationalization (Internal)An Organization Assessment project would be undertaken (Option C). Following its completion, the <strong>City</strong> would establish a taskforce <strong>of</strong> <strong>Council</strong> members and Executive Team with a clear mandate to conduct an internally driven Service Rationalization byconsensus.This is the most holistic approach for the organization as it comes from within. It can only be effective once an organizationassessment has been completed first and the stakeholders are fully engaged and committed to the process. Of note, in thisoption, internal audits (Option 1) will continue to be undertaken by the Internal Auditor, on a reduced level to allow the InternalAuditor to provide support to this work.Risks - Internal Benefits - Internal Impacts-ResourcesHolistic approach from within.
