COMMITTEEREPORTTOCommunity and Social Services CommitteeSERVICE AREA Community and Social Services Department:Culture and TourismDATE November 13, 2012SUBJECTMacdonald Stewart Art Centre – Interim AgreementREPORT NUMBER CSS-CT-1229________________________________________________________________________________________________________SUMMARYPurpose of Report: To provide an update on the status of negotiations with theUniversity of Guelph and the Macdonald Stewart Art Centre regarding the updatingof the agreement that pertains to the City’s role and level of support for the facility.Council Action: Staff recommends that Council authorize the Mayor and City Clerkto execute the Interim MSAC Agreement, refer the operating and capital budgetrequest to the 2013 budget process, and direct staff to report back to Council onthe results of the ongoing negotiations to resolve the five party agreement prior toFebruary 2014.RECOMMENDATIONTHAT Guelph City Council authorize the Mayor and City Clerk to execute the InterimAgreement between the City of Guelph, the University of Guelph and the MacdonaldStewart Art Centre in a form satisfactory to the City Solicitor and the ExecutiveDirector of Community and Social Services;AND THAT the operating and capital budget request by the Macdonald Stewart ArtCentre for 2013 as set out in the Interim Agreement be referred to the 2013 budgetprocess for approval;AND THAT staff report back to Council on the results of the ongoing negotiations toresolve the existing five party agreement, prior to the February 2014 deadline setout by the County of Wellington.BACKGROUNDThe Macdonald Stewart Art Centre (MSAC) was incorporated in 1978 through aProvincial Act identifying four official ‘sponsors’ of the corporation: University ofPage 1 of 4CITY OF GUELPH COMMITTEE REPORT
