(b) When such extension is considered necessary for the public convenience or for thesaving such public expenditure as is caused by unnecessary or purely formal transfer—to the extentnecessary; or(c) When the rules have in any particular case operated harshly; as for example, when aGovernment servant though no fault on his part missed a steamer or fallen ill on the journey-to theextent necessary, on such condition as to allowances or otherwise as the head of the department maythink fit.Note. —The Superintendent of Police in the case of subordinates of and below the rank of Sub-Inspectors and Deputy Inspector-General of Police in the case of Inspectors, Reserve Inspectors andReserve Sub-Inspectors are authorised to extend the joining time under this Instruction.(ii) All other cases require the sanction of the State Government.Explanations 1.—Heads of departments are empowered to regularize the excess joining timeavailed of by the Group A and B Officers under them due to late receipt of posting orders within themaximum of 30 days.The Commissioner for Revenue Administration is, however, empowered to regularize the excessjoining time availed of by Deputy Collectors under his administrative control due to other factors aswell within the maximum of 30 days. The Director of Survey and Settlement is also empowered toregularize the excess joining time availed of by Assistant Directors of Survey and Land Records andPhotographic and Printing Expert, Central Survey Officer, Madras, due to other factors within themaximum of 30 days.Explanation 2.—*The Commissioner for Revenue Administration/Land Administration/LandReforms including Urban land Ceiling, Urban Land Tax and Agricultural Income Tax the Director ofSurvey and Settlement or the Director, Tamil Nadu Motor Vehicle Department as the case may be, isauthorised to regularise in all cases the excess joining time availed of by the non-gazetted officers ofthe Revenue Department, under this instruction within the maximum of 30 days authorised toregularise in all cases the excess joining time availed of by the non-gazetted Officers of the RevenueDepartment, under this instruction within the maximum of 30 days.[G.O. If a Government servant is appointed to a new post while in transit from one post to another, hisjoining time begins on the day following that on which he receives the order of appointment but nosecond period of six days for preparation is admissible.If a Government servant while in transit from one post to another is reposted to the original post,such posting shall be construed as appointment to a new post for the purpose of this Instruction.8. If a Government servant takes leave while in transit from one post to another, the period whichhas elapsed since he handed over charge of his old post must be included in his leave, unless theleave is taken on medical certificate. In the latter case, he may be allowed the joining time calculatedfor the journey from his old station to the place to which he has proceeded on his route to the newstation.9. If a Government servant is appointed to a new post while on leave of any kind not exceeding sixmonths duration, his joining time shall be calculated from his old station or from the place at which hereceived the order of appointment, whichever calculation will entitle him to the less joining time. If,however, such a Government servant actually performs the journeys to his old head-quarters forwinding up his personal affairs and the like, his joining time shall be calculated from the oldheadquarters to the new headquarters, irrespective of the place where he spends leave or receivesposting orders.
