Ms. No. 514, Finance (F.R.I). dated 28th May 1975.](bb) All leave except extraordinary leave taken otherwise than on medical certificatecounts for increments in the time-scale applicable to a post in which a Government servantwas officiating at the time he proceeded on leave and would have continued to officiate but forhis proceeding on leave. The period which counts for increments under this clause is,however, restricted to the period during which the Government servant would have actuallyofficiated in the post:Provided that the Government shall have power in any case in which they are satisfied thatthe leave was taken for any cause beyond the Government servants control to direct thatextraordinary leave shall be counted for increment under this clause.Note 1.—The appointing authority or other authority specifically empowered by the Government inthis behalf should certify in each case that the Government servant would have actually continued toofficiate in the post but for his proceeding on leave. The period of leave will count for increment only tothe extent it is covered by the certificate.Where no officiating arrangement is made in the leave vacancy and the Government servantreturns to the same post after leave, the certificate that he would have actually continued to officiate inthe post but for his proceeding on leave may be issued by the leave sanctioning authority instead ofthe appointing authority.[G.O. Ms. No. 1123, Finance, dated 15th September 1970.)Note 6.—The certificate of officiation contemplated in Note 1 above shall be dispensed with inrespect of those Government servants who have put in more than three years of continuous service inthe officiating post or who are approved probationers in that post, subject to the condition that if anysuch officer is reverted to a lower post during such leave a specific intimation should be sent to auditgiving full details of the case for review of that individual case.[G.O. Ms. No. 777, Finance (F.R.-I), dated 16th July 1976.](c) If a Government servant, while officiating in a post holding a temporary post on atime-scale of pay, is appointed to officiate in a higher post or to hold a higher temporary post,his officiating or temporary service in the higher post shall, if he is re-appointed to the lowerpost or is appointed or re-appointed to a post on the same time-scale of pay, count forincrements in the time-scale applicable to such lower post.The period of officiating service in the higher post, which counts for increments in thelower post is, however, restricted to the period during which the Government servant wouldhave officiated in the lower post but for his appointment to the higher post.45
