No allowance is admissible in the case of Government servants solely employed on office workand not responsible for regular famine relief operations, such as Famine Accountants, TravellingAuditors and Accountants.(G.O. Ms. No. 1420, Revenue, dated 21st September 1923.)Instructions for regulating the pay admissible to incumbents of temporary posts on fixed pay.(3) When sanction for additional staff is given for doing additional work, two courses are open,viz.,—(i) To sanction temporary staff with special reference to the requirements of the additional workto be done and with the specific intention that the men holding the temporary posts should do thework. In such cases, if the intention is to post permanent men, the rates of pay are so fixed as to besuitable for them. If permanent men are appointed to these posts, their substitutes will draw pay inaccordance with the ordinary rules in the Fundamental Rules.(ii) To sanction temporary posts on specific rates of pay (whether fixed or time-scale) withoutspecial reference to the nature of the additional work involved but with the intention that theappointing authority may utilize the service of any person for the additional work and not necessarilythe men holding the temporary posts. In this case, the orders merely amount to permitting theappointing authority to recruit men to the temporary post, to treat them as part of his establishmentand to utilize the services of such persons of his entire establishment as are most suitable for theadditional work. Then, the permanent men doing the additional work do not vacate their permanentposts but continue to hold them and the junior most men recruited against the temporary posts holdonly the temporary posts though they do not perform the additional work on account of which thetemporary staff was sanctioned. As the latter men are not appointed to the posts held by permanentmen, the question of fixing their pay in the permanent posts does not arise and they can draw only thepay fixed in the temporary posts.The question whether an outsider (i.e., a person without a substantive appointment) recruited inconsequence of the creation of a temporary post on fixed pay can count his service for increments ornot will, therefore, depend upon whether the temporary post was created with the special intentionthat the person holding the temporary post should do the work or not. Unless a contrary intention isexpressed in the orders sanctioning the temporary post, it may be presumed that the intention ofGovernment is, that the procedure in item (ii) above should be adopted.43. Omitted.CHAPTER V—ADDITIONS TO PAY.44. Subject to the condition that the amount of compensatory allowance should be soregulated that the allowance is not on the whole a source of profit to the recipient, theGovernment may grant compensatory allowances and may make rules prescribing the amountand the conditions subject to which the allowance may be drawn.INSTRUCTIONS UNDER RULE 44.1. Compensatory allowances attached to a post shall be drawn in full by a Government servantperforming the duties of the post.2. The competent authority after recording reasons, which shall be communicated to Audit, maypermit a Government servant on leave or relieved temporarily for preparing or attending anexamination or transferred temporarily from a post to which any local or miscellaneous allowances areattached to draw such allowances or part thereof for a period not exceeding four months withoutprejudice to the Government servant officiating for him also drawing it.The above permission shall be accorded only subject to the following considerations, namely:—(i) the Government servant is expected to return to a post to which a similar allowance isattached; and(ii) he will continue to incur during the said period, the expenses to meet which, thecompensatory allowance was granted.67
