Ms. No. 145, Personnel and Administrative Reforms (FR. IV) Department, dated 14th March1996.]18. Resignation and retirement.—(1) If a Government servant resigns or retires from servicewithout returning to duty after a period of study leave or within a period of three years aftersuch return to duty, he shall be required to refund double the amount of leave salary, studyallowance, cost of fees, travelling and other expenses, if any, incurred by the Government anddrawn by him for the period of study leave, together with interest thereon at Government ratesfor the time being in force on Government loans from the date of demand before hisresignation is accepted or permission to retire is granted:299
