This clause applies also to a Government servant who is not actually officiating in the lowerpost at the time of his appointment but who would have so officiated in such lower post or in apost on the same time-scale of pay had he not been appointed to the higher post.Exception.—The service rendered by an officiating Junior Lecturer, Engineering College, in theTamil Nadu Educational Service, in the category of Lecturers in Engineering Colleges, in the saidservice, shall count for increments in the scale of pay applicable to the category of Junior Lecturers:Provided that if a Government Servant, while holding a post in a substantive or officiatingcapacity is appointed temporarily to another post carrying identical time-scale of pay, histemporary service in that post shall, if he is reappointed to his substantive or officiating post,count for increment in the time-scale of that substantive or officiating post and that the periodof temporary service shall, however, be restricted to the period during which he would haveheld the substantive or officiating post but for his temporary appointment.[G.O. Ms. No. 467, Personnel and Administrative Reforms (Per.J) Department, dated 29th August1988—With effect from 29th August, 1988.]Note 1.—A Government servant deputed to N.C.C. as regular Commissioned Officer in theNational Cadet Corps Units, shall count the period of deputation for increment, in the time-scale ofpay attached to the post in which he was officiating prior to his deputation to the National CadetCorps. The period of deputation so reckoned for increment shall be limited to the period during whichthe Government servant would have actually officiated in the post but for his deputation.(G.O. Ms. No. 1411, Finance, dated 21st December 1966.)Note 2.—The Chief Engineers in-charge of establishment in Public Works Department andHighways and Rural Works Department shall issue the certificate of officiation in respect of AssistantEngineers, Executive Engineers and Divisional Engineers of the Public Works and Highways andRural Works Departments.[G.O. Ms. No. 216, Finance (F.R.I.), dated 21st February 1973.]Note 3.—The Director of Medical Education and the Director of Health Services and FamilyPlanning shall issue the certificate of officiation in respect of officers of the Tamil Nadu MedicalService in the grade of Civil Surgeon and below.[G.O. Ms. No. 514, Finance (F.R.I), dated 28th May 1975]Note 4.—The Director of Agriculture shall issue the certificate of officiation in respect of all Group Aand B officers of Agriculture Department.The amendment hereby made shall be deemed to have come into force on the 27th June 1974.[G.O. Ms. No. 938, Finance (F.R.I), dated 24th August 1976.](d) Foreign service counts for increments in the time scale applicable to—(i) the post in Government service on which the Government servant concerned holdsa lien as well as the post or posts, if any, on which he would hold a lien had his lien not beensuspended;(ii) any post to which he may receive officiating promotion under the rule 113 or 113-Afor the duration of such promotion; and(iii) the post in Government service held by him in an officiating or temporarycapacity subject to the condition that the period of foreign service which counts forincrements in the officiating or temporary post will be restricted to the period during which theGovernment servant would have held the officiating or temporary post but for his appointmentin foreign service.Note 1.—The Director of Agriculture shall issue the certificate of officiation in respect of officers ofAgricultural Department in foreign service.(G.O. Ms. No. 1123, Finance, dated 15th September 1970.)Note 2.—The Director of Industries and Commerce shall issue the certificate of officiation underthis rule in respect of officers of the Industries Department in foreign service.[G.O.
