Rankin died at his home in Kentucky Avenue May fifth, at the age of fifty-eight, and Monday afternoon funeral services were held in the chapel of the Third Presbyterian Church, of which he had been a deacon. Mr. Rankin had practiced law in Pittsburgh for more than twenty-five years, after graduating from the University of Pennsylvania and the University of Virginia. He was a member of the Allegheny County and American Bar Associations, the Duquesne Club, Historical Society of Western Pennsylvania, Botanical Society and the Audubon Society; also a director in the East Liberty Y. M. C. A. and the Pittsburgh Academy of Science and Art. Mr. Rankin leaves his widow, Mrs. Mabel Brown Rankin; INSTRUCTION a daughter, Mrs. C. May 12, 1928 No. 19 Pittsburgh has made many mistakes and it is to be hoped that it will avoid any more. The proposition is made seriously to extend the State Armory building in the Schenley Farms district and at a cost of $1,000,000 erect an adequate town Town Hall hall or public auditorium and thereby save the taxpayers of Allegheny County $5,000,000, the difference between the estimated amount the armory extension will cost and the estimate of $6,000,000 figured by the County Commissioners as necessary to fittingly equip Pittsburgh for large public assemblages. The scheme is one of the most ridiculous yet proposed and the dangerous and mischievous feature of it is that the commissioners will be charged in the bond campaign with being extravagant. There is little thought that the proposition was made in good faith. In the first place the State of Pennsylvania, which provided the armory, has nothing to do with furnishing Pittsburgh or Allegheny County with a town hall. When they start schemes like this there will be a vigorous protest from every section of the state. In the second place, the site is in no way suited for town hall or convention purposes. They have too many expensive public buildings in that section now. The congestion now with Forbes Field, the Stadium, the Memorial Hall, University Club, Schenley Apartments, Carnegie Institute and Library and other assemblage halls is great enough. When the Cathedral of Learning and the Hospital and Medical group are completed this congestion will be aggravated further. A great convention hall ehould be located within easy and inexpensive access of the hotel accommodations and central with respect to the principal transportation facilities from every section of Pittsburgh, Allegheny and Western Pennsylvania. Pitts burgh already has made a succession of blunders in locating its public buildings. When it builds its town hall it should build for all time and in such a location that it will be central with the expanding district and within easy access. The logical and sensible location is somewhere in the Triangle or on the CHANCELLOR JOHN G. BOWMAN ANDREW W. ROBERTSON To prepare students for their contact with the business world The University of Pittsburgh, of which Chancellor Bowman is the guiding spirit, have a course of instruction in public utilities administration in its evening school of economics. One of the public utilities in whose offices University students have been spending several hours each week, to become acquainted with practical administrative and official routine work, is the Philadelphia Company, of which Mr. Robertson is the head. Northside within a short distance of the hotels, railroad terminals and the gathering point of other forms of transportation. Otherwise it will be a failure and a source of regret for decades to come. The best site is opposite the Pennsylvania Station in the tract bounded by Liberty, Grant, Seventh Avenue and the Chamber of Commerce building. The width between Grant and William Penn Place may not be great enough but the latter thoroughfare may be bridged and the adjoining property absorbed. It has been suggested that the large tract at the point now used by the Pennsylvania Railroad for warehouse purposes and formerly occupied by the Western Pennsylvania Exposition would be suitable or sufficient ground in the Northside just north of the Allegheny River could be obtained to give an admirable site. The main thing is to use common sense in the selection of a central site which will be near hotel capacity and transportation facilities and at the same time will permit the largest possible space adjacent for parking automobiles. Any selection before the bond issue is passed will cause jealousies and arguments which will endanger the passage of the issue. The thing to do is to secure the money which will give Pittsburgh a creditable building and then have a committee of sensible men above the temptations of community and real estate demands select the site. Pittsburgh cannot afford to make a mistake. Prohibitionists are pointing with pride to the statement of an investigator for a weekly magazine that Pittsburgh, notwithstanding its reputation, is not the wettest city in Pennsylvania. This investigator relates: "A short time ago I made Damp a three day visit to Pittsburgh. On my arrival I was assured by a friend that there was more whisky sold in Pittsburgh than ever before. I went all over looking for somebody drunk. I did not find anyone. I was told to come out Saturday night on a train called the 'bummer' and I could find plenty of drunks. So I took the 'bummer' at near midnight. In the depot there were several hundred men but not a drunk. The 'bummer' was crowded. I went through every car and found not one single drunk. Yet Pittsburgh is said to be the wettest city in Pennsylvania." The trouble is Pittsburgh has been grossly maligned for years. The bigots as well as vicious politicians kept throwing rocks at the Secretary of the Treasury, declaring that because he came from Pittsburgh this city was favored in law observance and that wetness was encouraged. As a matter of fact Pittsburgh has been more rigorously investigated and raided than any other community and that compared with other centers it is a near approach to Paradise. Scandal mongers would like to think Pittsburgh is a veritable dark hole and prohibitionists would like to believe because Pittsburgh is comparatively clean all other centers are free of the bootlegger and the rum he purveys. It is a wide leap from the ignorant venom of the one to foolish belief of the other. Pittsburgh is a clean city morally and we hope it remains so, but church bigotry and consistent meddling will not improve it.
